  • Spanning the ideological spectrum: Women’s political representation and spending on family work policies

Open Access•Emanuel Emil Coman, Emanuel Coman et al.•ARTICLE•European Journal of Political…•2026

What causes increased spending on family work policies? The empirical record suggests that increasing women’s representation leads to an increase in welfare spending when the representational increase reflects a legislative shift to the Left. Here, we argue that family work policy is an issue that spans the ideological spectrum, with women on the Left and Right more likely than their male counterparts to prioritize spending on policies that direc…

  • Local leaders and the distribution of central government funds: Evidence from 18 European democracies

    Open Access•Emanuel Emil Coman, Emanuel Coman•ARTICLE•European Journal of Political…•2020•Cited by: 3•References: 25

This article looks at the relationship between the political affiliation of local leaders and the distribution of government funds with the help of a new dataset on local elections from 18 European countries between 2000 and 2013. It finds that central governments are more likely to target regions with high density of local councils affiliated with the parties in government only under certain institutional arrangements. The relationship exists wh…

The paper looks at the relationship between institutions and vote unity in national parliaments with the help of a large data set of votes from 33 national parliaments. The tests run are the first to confirm empirically the relationship between vote of confidence procedure and vote unity. The paper also provides a theoretical explanation for why the existence of the confidence procedure influences vote unity despite being used only rarely. The vo…

  • Increasing Representative Accountability through Electoral Laws: The Consequences of the 2008 Romanian Electoral Reform

Emanuel Emil Coman, Emanuel Coman•ARTICLE•Journal of Legislative Studies•2013•Cited by: 3•References: 22

The paper tests the effects of the 2008 Romanian electoral reform on the behaviour of MPs with the help of personal interviews conducted post reform. The reform was meant to make MPs more responsive to the needs of constituents, which in turn should lead to more constituency input in the legislative process, while at the same time yielding proportional results. The paper finds that there are few channels for the transmission of constituents' need…

  • Legislative Behavior in Romania: The Effect of the 2008 Romanian Electoral Reform

    Open Access•Emanuel Emil Coman, Emanuel Coman•ARTICLE•Legislative Studies Quarterly•2012•Cited by: 22•References: 38

This article analyzes the impact of electoral rules on legislators’ rate of vote defection from their party position in legislatures while accounting for how party‐leadership strength mediates this impact. To this end it looks at the effect of the 2008 Romanian electoral reform. The reform shifted the electoral system from a closed‐list proportional representation to one in which all candidates run in single‐member districts. The analysis finds t…

  • Notionally Defined Contributions or Private Accounts in Eastern Europe: A Reconsideration of a Consecrated Argument on Pension Reform

    Open Access•Emanuel Emil Coman, Emanuel Coman•ARTICLE•Comparative Political Studies•2011•Cited by: 3•References: 23

This article is concerned with what determines a government’s choice of pension reform. It starts from an argument by Myles and Pierson that claims that the newer pension systems are able to privatize whereas the older, matured systems faced with the double payment problem tend to adopt notional defined contributions (NDC) accounts. This argument is retested with in-depth qualitative analysis of the pension reforms in Latvia and Poland. The analy…

  • Reassessing the Influence of Party Groups on Individual Members of the European Parliament

Emanuel Emil Coman, Emanuel Coman•ARTICLE•West European Politics•2009•Cited by: 17•References: 14

This paper reassesses the way in which the voting behaviour of individual members of the European Parliament (EP) is influenced by their national and European party delegations. It does so within the previously used framework of one agent with two principals. First, it shows that the previous literature was unable to fully fathom the mechanisms through which the tripartite principal–agent relationship works. Second, it develops a model that looks…
