From aspirational laws to the implementation of legislation against gender-based violence: Bottom-up pressure in Peru and Argentina
Gender-based violence is a rampant problem in Latin American countries. Historically, state policy to prevent and sanction it has developed slowly, usually having limited impact because of a lack of resources and political will. While the process of policy adoption involved feminist organizations and international norms diffusion, little is known about when and why policy to address gender-based violence can become a political priority. Based on …
The Long Road to Abortion Rights in Argentina (1983-2020)
This article traces the process towards the legalisation of abortion in Argentina, which led to a radical shift in body rights after a century. This change was possible due to the strategies of extended feminist grassroots mobilisations to build support among actors outside and inside institutions. In particular they found allied legislators who created the institutional conditions for change, including the president's support. During the 1990s a…
Gender Policies in Argentina after Neoliberalism: Opportunities and Obstacles for Women’s Rights
After a decade of neoliberalism under the social-conservative administration of Carlos Menem (1989-1999), with its negative effects on women's rights, the 2001-2002 economic crises created new opportunities for women. The Menem administration initiated a gender-equality agenda with its quota for women candidates for the Congress and its adoption of the UN Convention on the Elimination of All Forms of Discrimination against Women, but it clashed w…
Explaining Policy Outcomes in Federal Contexts: The Politics of Reproductive Rights in Argentina and Mexico
This article explains the political and institutional factors that affect reproductive rights policies in Argentina and Mexico. Consistent with the comparative literature on gender, politics and institutions, the article reveals that federal arrangements define the arenas in which advocates can challenge governments. The comparative analysis suggests that the content and variations of policy outcomes are not only determined by the legal distribut…
Gender and Latin American Welfare Regimes: Early Childhood Education and Care Policies in Argentina and Mexico
This paper investigates new directions in the evolution of Latin American welfare regimes by focusing on the extension of early childhood education and care (ECEC) policies in Argentina and Mexico, particularly in the last decade. Both states have paid increased attention to ECEC policies for several reasons: the failure of first-generation structural adjustment reforms to address problems of poverty; women's increased participation in the paid l…
Travelling ideas and domestic policy change: The transnational politics of reproductive rights/health in Argentina
This article examines the transnational flow of social policy ideas, in particular their importance in advancing gender equality policies in countries with strong conservative gender norms that have a history of neglecting reproductive rights. Focusing on the case of Argentina, it illustrates how internationally sanctioned ideas contributed to these important policy changes helping in the adoption of a federal programme of contraception; yet abor…
