Professional Liquidation in the Context of Autocratic Legalism
The relationship between law and autocratization is usually discussed with reference to the judiciary and how a powerful executive can encroach on the domain of the judicial branch. In this article, I suggest that the legal profession also needs to be brought into the discussion on autocratic legalism. Taking Turkey as my case, I put forward two main arguments: first, that, in national contexts where the legal profession is perceived to be origin…

Leftist ad-persons and their creative craft
A socialist advertiser/ adperson sounds very much like a contradiction. However, Turkish advertising was formed as a "field" from the 1960s to late 1980s by left leaning intellectuals and literary figures associated with the dominant socialist political party of the time. While entrepreneurial and profit-oriented agents were significant initiators, the field was essentially shaped by leftist/ socialist adpersons along with established/ entreprene…
The Banality of Exception
Recent studies of authoritarianism in Turkey often conceptualize the problem as a move away from the rule of law toward rule by law; that is, law’s political instrumentalization by powerful authoritarian movements or personalities. Informed by the liberal legalist assumption that conceives law and politics as two disparate spheres, these studies tend nostalgically to idealize the liberal rule of law past as a benchmark against which today’s predi…

A Clock-Setting Institute for the Market Age
What is the "work" of neoliberal legal technologies in the global south? What do the processes of their transplantation to and appropriation in the semi-peripheries of the global political economy tell us about the sociopolitical context that made these technologies possible? This article approaches these questions from an unusual angle, focusing on the passing of competition and antitrust laws and the establishment of a Competition Authority in …
European Union enlargement
It is argued that enlargement challenges institutional balances and in particular relative powers of national actors within the European Union (EU). This article concentrates on the impact of future enlargement (with the current negotiating 12 candidates) on power distribution in the Council of Ministers of the European Union and the European Parliament based on the decisions taken at the Nice Summit in December 1800. It uses the Shapley‐Shubik a…
Entrepreneurs, Democracy, and Citizenship in Turkey
Business leaders and business associations are key political actors in late industrializing societies. The relationship between business and democracy has been a source of continued controversy in comparative studies of democratic transitions and democratic consolidation. In the traditional view, businessmen are typically interested in stability. Whenever considerations relating to stability come into conflict with political pluralism and democra…
Business, Globalization and Democracy
The growth of business associations in Turkey and their increasing involvement in public affairs marks another step toward pluralism and the development of interest groups in the country. This article analyzes the differing composition and positions taken by four such organizations and considers the reasons for their taking specific stands and their effectiveness in promoting them
European Union Enlargement and Power Distribution in the Council of Ministers and the European Parliament
Critics of European Union (EU) enlargement claim that new members could pose a serious challenge to the existing institutional balances within the EU and endanger future institutional deepening. Together with various enlargements since its inception in 1958, the EU has gone through numerous institutional changes that increasingly reflect its supranational character, although the European Community still contains intergovernmental elements. The mo…
