Heritage as power: History and tradition in constructing Brazil’s far-right populism
This article examines the use of heritage in the context of populism. It is interested in how populists’ division of society in an us-versus-them dichotomy and exclusionary politics intersect with the appeal to the past and the weaponised politicisation of history. More specifically, the analysis focuses on far-right populism’s selective embrace of nostalgia. To this end, we examine heritage politics under the presidency of Jair Bolsonaro, a far-…
Safeguarding democracy from the outside in: Transnational democratic networks against autocratisation in contemporary Brazil
Over the last decade, democracy in Brazil has been under attack. Efforts to protect Brazilian democracy from autocratisation date back to the impeachment of president Dilma Rousseff in 2016 and have come to a (temporary) conclusion after Jair Bolsonaro’s defeat in the October 2022 elections. One of the most striking elements of democratic resistance in Brazil has been the establishment of multiple and overlapping transnational networks. Would dem…
Foreign policy and transnational partisanship in Brazil
There is a visible increase in the intensity with which parties and politicians have aligned with ideological allies across borders. In Brazil's case, the transnational organization of political movements challenges well-established truths about the nexus between foreign policy and domestic politics. Brazilian foreign policy has traditionally been considered a matter of statespersons, being formulated in the halls of the Ministry of Foreign Affai…

Cinco As” Do Multilateralismo Na Política Externa Brasileira (1985-2022)
Populist international (dis)order? Lessons from world-order visions in Latin American populism
The study of populism's international links has grown significantly. Yet, there are gaps in conceptualizing potential implications for the international order. Our study contributes to filling this gap by asking: if a 'populist international order' (PIO) were to emerge, and populists could envision the world close(r) to their liking, what would this order look like? We pursue answers through a plausibility probe of three deductively-derived norma…
Forum: Populist Radical Right & Illiberal Foreign Policymaking
What makes current radical right populists different from other historical radical right leaders of the 20th century? Are there more differences or similarities among populist radical right (PRR) in the Global South regarding how they perform foreign policy? How does the context – marked by contemporary globalization, regional interdependencies and power (geo)politics – influence their perceptions about their own capabilities and interests, but a…
Myths of Multipolarity: The Sources of Brazil's Foreign Policy Overstretch
In this article, we provide a framework to analyze the foreign policy overstretch of middle powers, that is, their recent tendency to expand foreign policy goals and ambitions beyond their capabilities. We propose that overstretch results from the interaction of permissive international environments and the collusion of domestic actors to produce foreign policy myths. These myths, in turn, justify unsustainable swelling of foreign policy expendit…
Statecraft under God: Radical Right Populism meets Christian Nationalism in Bolsonaro’s Brazil
Using Brazil as a case study, we examine ways in which radical right activists and leaders actively participate in world politics through religious nationalist narratives which operate on both national and transnational levels. We propose the existence of a particular subcategory of populist radical right (PRR) politics, which we call religious-populist radical right . Our argument is divided into three parts. First, we argue that religion provid…
Radical Right Populism and the Politics of Cruelty: The Case of Covid-19 in Brazil Under President Bolsonaro
In this article, we explore cruelty under populism, focusing on radical right populism. We develop our argument by introducing a two-dimensional model of cruel behavior in politics, in which cruelty is conceptualized as a dependent variable defined in terms of empathy (how the leader addresses those who suffer) and action (how the leader acts to alleviate suffering). This framework provides a nuanced understanding of how cruelty and populism conn…
The hydroxychloroquine alliance: How far-right leaders and alt-science preachers came together to promote a miracle drug
Soon after the outbreak of the COVID-19 pandemic, the world saw far-right leaders uniting to promote hydroxychloroquine despite controversial results. Why have some leaders actively promoted the drug since then, contradicting recommendations made by their own government’s health authorities? Our argument is twofold. First, hydroxychloroquine has been an integral tool of medical populist performance in the context of the COVID-19 pandemic. We adop…
Brazilian foreign policy under Jair Bolsonaro: Far-right populism and the rejection of the liberal international order
This paper engages with debates over the Liberal International Order (LIO) and Latin America by focusing on Brazil. More specifically, it addresses President Jair Bolsonaro’s foreign policy. His radical-right populist and religious-infused approach has been characterized by an explicit rejection of practically all elements of the LIO, including multilateralism, multiculturism, and regionalism—historically core features of Brazilian foreign policy…

Can International Organisations Be Democratic? A Reassessment
This article makes the case for viewing international organisations (IOs) as global polyarchies. Our argument is twofold: on a theoretical level, IOs often meet the criterion of philosophical coherence, as they are based on rules of membership and decision-making that are compatible with those found in democratic institutions. On a practical level, we believe the concerns of IOs about pluralism, inclusiveness and efficacy go far beyond rhetoric, …
The Evolution of Foreign Policy Studies
This chapter offers an evolutionary perspective on political science analyses of Brazilian foreign policy. My argument is twofold: first, taking foreign policy seriously moved from the outside in. From the late 1960s to the early 1980s, most research was initiated in the United States. The expansion in Brazil of international relations (IR) undergraduate programs in the 1990s and the consolidation of graduate programs in the 2000s have allowed fo…
Itamaraty on the Move: Institutional and Political Change inBrazilian Foreign Service underLuladaSilva'sPresidency (2003-2010)
This article aims to provide answers to two questions prompted by the latest reforms ofBrazilian foreign service duringLula daSilva's presidency: How exactly might these institutional changes generate any impact over theBrazilian diplomatic corporation cohesion at large? How could bureaucratic insulation be undermined as an unexpected outcome of this process? To accomplish their objectives, the authors will briefly review the process of instituti…
