  • An International Plan for Sustainable Development

Open Access•Alexandre Fabre, Rabah Arezki et al.•PREPRINT•SSRN Electronic Journal•2026

International cooperation on climate and taxation remains inadequate to deliver decarbonization, reduce poverty, and finance sustainable development at the required scale. The Synthesis Report (SYR) is a stand-alone synthesis of the most policy-relevant evidence from the scientific, technical, and socio-economic literature assessed in the Sixth Assessment Report (AR6) of the Intergovernmental Panel on Climate Change (IPCC). The SYR distils and integrates the main findings of the three reports of the Working Groups of the IPCC during the AR6, and the three AR6 Special Reports into a concise document. It consists of …

  • Accelerating the speed and scale of climate finance in the post-pandemic context

    Jean-Charles Hourcade, Dipak Dasgupta et al.•ARTICLE•Climate Policy•2021

In this paper, we examine how to trigger a wave of low-carbon investments compatible with the well-below 2°C target of the Paris Agreement in the current post-pandemic context of increasing private and public debt. We argue that one major obstacle to catalysing global excess savings at sufficient scale and speed on climate mitigation, and to ‘greening’ economic recovery packages, lies in the up-front risks of low-carbon investment. We then explai…
