Policy that doesn’t Burn Out, but Merely Fades Away
In the 1980s, New Zealand famously adopted a high-specification view of performance management. Departments and ministers would agree ex-ante to the quantity and quality of goods and services to be produced in the coming year. This change helped inspire an international “performance movement,” but no country ever went as far as New Zealand in reducing all activities to specifiable outputs. What has happened since? Successive efforts to refine the…
Mapping the relationship between regulation and innovation from an interdisciplinary perspective
A considerable amount of work has focused on “regulatory innovation” in the social sciences. This scholarship has conceptually defined certain types of regulatory changes as innovations and explored how regulation, as a policy instrument, alters the pace of technological innovation. More recently, a renewed interest for policy mixes and more dynamism in industrial innovation policies around the world has increased the demand for advanced knowledg…
The regulatory state in developing countries
Following the traditional doctrine of the “regulatory state”, regulatory agencies should be given very focused mandates and stay away from the politicized realm of distributive policies and decisions. An opposing perspective would state that if regulatory agencies can contribute to economic redistribution, positive results such as network expansion, economies of scale, and fiscal efficiency will ultimately lead to lower levels of regulatory failu…
Administrative philosophies in the discourse and decisions of the New Zealand public service
New Zealand is frequently cited as the archetypical example of New Public Management (NPM), having gone ‘further and faster’ than other jurisdictions in radically reforming their public service in the late 1980s. These reforms have been credited with significant gains in efficiency and responsiveness, while introducing new challenges. Successive reforms over the past 30 years tinkered with the model without fundamentally altering the underlying p…
Paradoxes of Ratification
This article explores the paradoxical behaviour of Brazil in relation to its national and international approaches to the regulations of access to genetic resources and benefits sharing with indigenous and other traditional communities. Brazil was one of the leaders in the international negotiations that led to the UN Nagoya Protocol but only ratified it 11 years later, after remarkable transformations of its internal biodiversity laws. We sugges…
‘Post‐NPM’ by force or fiat? A comparison of administrative reform trajectories in Brazil and Mexico 1
‘New Public Management’ (NPM) ideas gained widespread acceptance all over the world in the 1980s and 1990s. In developing countries, notable examples of its influence include the Brazilian ‘Master Plan for Reforming Public Administration’, launched in 1995 by president Cardoso, and the Mexican ‘Federal Public Administration Modernisation Programme’ created in the same year by president Zedillo. Both reflected NPM doctrine and advanced changes for…
Brazil's Emerging Role in Global Governance
Ever-expanding global interdependences associated with an increasingly dynamic international order makes the continuous updating of our understanding of the structures and processes of global governance a mandatory task.Emerging sources of authority, such as private regulatory mechanisms, and the emerging power of traditional sources of authority, such as developing states, place the debate advanced by Markus Fraundorfer in Brazil's Emerging Role…
