Going It Alone? A Structural Analysis of Coalition Formation in Elections
Experimental Urban Planning: Tensions Behind the Proliferation of Urban Laboratories in Latin America
Urban laboratories are gaining popularity in Latin America as spaces of experimentation within urban planning. Based on semi-structured interviews across Mexico, Colombia, and Brazil, we identify two tensions behind the current proliferation of urban laboratories in Latin America. Firstly, the temporary and informal nature of urban laboratories, while promoting innovative thinking and experimentation, limits their long-term impact. Secondly, thei…
Sleeping with the Enemy: Effective Representation under Dynamic Electoral Competition
Electoral coalitions between ideologically incompatible parties – among other unconventional electoral strategies – may seem to threaten effective representation, signaling a breakdown of programmatic politics. However, this perspective overlooks parties' and voters' dynamic considerations. We propose and estimate a model of dynamic electoral competition in which a short‐term ideology compromise, via an electoral coalition, offers opposition part…
Mobilizing legal expertise in and against cities: Urban planning amidst increased legal action in Bogotá
In the past decade, there has been a rise in legal action around urban policy and planning in Colombia. Legal expertise has been mobilized by a plethora of actors, including social movements, local politicians, neighborhood groups and individual citizens. This has resulted in legal experts and judges often dictating how social housing, transport corridors, public space, or waste management schemes ought to be implemented by municipal administrati…
A posteriori comparisons, repeated instances and urban policy mobilities: What ‘best practices’ leave behind
Urban studies scholars have engaged in a lively debate on how to reformat comparative methods in the face of critical scrutiny of the discipline’s purported universalism. We share the enthusiasm for a reformatted urban comparativism and, in this paper, we turn to the thorny and more pragmatic question of how to actually carry it out. While traditional comparisons in urban studies have sought to find variation among similar cases by selecting a pr…
Do Major-Power Interventions Encourage the Onset of Civil Conflict? A Structural Analysis
What is the impact of major-power intervention on civil-war onset? A considerable hurdle to answering this question is gauging expectations about future intervention on the eve of conflict. We tackle this challenge by developing a unified theoretical and empirical model of civil-war onset and subsequent intervention. Our model allows for strategic interdependence among interveners, and our empirical strategy enables estimation of intervention exp…
Asociatividad, liderazgo inclusivo y desarrollo económico local.
Leveraging Bogotá: Sustainable development, global philanthropy and the rise of urban solutionism
The 2030 Agenda for Sustainable Development is marked by the consolidation of sustainability as a key guiding principle and an emphasis on cities as a potential solution to global development problems. However, in the absence of an agreement on how to implement sustainable development in cities, a set of urban policy solutions and ‘best practices’ became the vehicles through which the sustainable development agenda is spreading worldwide. This ar…
Learning about Growth and Democracy
We develop and estimate a model of learning that accounts for the observed correlation between economic development and democracy and for the clustering of democratization events. In our model, countries' own and neighbors' past experiences shape elites' beliefs about the effects of democracy on economic growth and their likelihood of retaining power. These beliefs influence the choice to transition into or out of democracy. We show that learning…
Pushing regional studies beyond its borders
This paper explores how to push the field of regional studies beyond its present institutional, conceptual and methodological borders. It does this from five perspectives: innovation and competitiveness; globalization and urbanization; social and environmental justice; local and regional development; and industrial policy. It argues that the future of regional studies requires approaches that, in combination, result in the pushing on (by creating…
San Francisco Through Bogotá's Eyes: Leveraging Urban Policy Change through the Circulation of Media Objects
This article connects two emerging debates in urban studies-the need to pay more attention to the role of nonhuman actors in urban planning and the ways in which media objects affect urban politics and planning-by examining how a video on Bogotá's car-free Ciclovía program facilitated the adoption and implementation of a similar program in San Francisco. The analysis shows that media objects have the capacity to act as fulcrums in processes of le…
Expert-citizens: Producing and contesting sustainable mobility policy in Mexican cities
Study tours and inter-city policy learning: Mobilizing Bogotá's transportation policies in Guadalajara
While modern urban planning has traditionally been shaped by policies and instruments from European and North American cities, in recent decades there has been an increase in South-South policy learning and a number of cities of the global South have emerged as alternative urban planning models. Yet, less is known about the practices through which urban policy actors in cities of the South learn from other Southern cities' policies. This paper ex…
Worlding Bogotá's Ciclovía: From Urban Experiment to International “Best Practice
Best practices" are either celebrated as inspirational examples that can spur policy change and learning in other places or critiqued as "one-size-fits-all" models that do not consider the complexity of local contexts. Less is known about the forms of power, governance, and legitimacy that are embedded in the construction and mobilization of certain policies as world policy models. This article critically examines the concept of "best practice" b…
Persuasive Practitioners and the Art of Simplification: "The "Bogotá Model
This article analyzes how Bogotá’s transport programs TransMilenio BRT and Ciclovía were learned and adopted in Guadalajara, Mexico. It proposes that the construction and mobilization of simplified “narratives of progress” and the persuasive capacities of the actors that tell these stories, what I here call “persuasive practitioners”, are largely influential in driving policy learning and adoption of other cities’ policies
