  • Treaty amendment procedures: A typology from a survey of multilateral environmental agreements

    Open Access•Louis Bélanger, Jean-Frédéric Morin•ARTICLE•Leiden Journal of International Law•2023

Treaty amendments constitute a critical but under-researched aspect of international law. In this article, we present a comprehensive survey of 491 amendment procedures across 691 multilateral environmental agreements. We use this data collection to build a typology of amendment procedures based on various combinations of control, adaptability, and flexibility. We introduce the property space reduction method as a valuable tool for building typol…

  • Legalization' in international relations: A conceptual analysis

    Open Access•Louis Bélanger, Kim Fontaine-Skronski•ARTICLE•Social Science Information•2012•Cited by: 4•References: 34

In 2000, International Organization published a special issue on the theme of 'legalization in world politics' which laid the foundation for a very influential research programme on international cooperation and the role of institutions in international affairs. The most enduring legacy of the special issue is the operationalization of the concept of 'legalization' itself, which is defined as a combination of three dimensions: obligation, precisi…

  • Governing the North American Free Trade Area: International Rule Making and Delegation in Nafta, the SPP, and Beyond

    Open Access•Louis Bélanger•ARTICLE•Latin American Policy•2010•References: 7

The North American free trade area appears to have reached an impasse. Deprived of adequate rule-making mechanisms, it is facing an institutional deficit that hinders its competitivenes, but any form of European-style supranationalism has unequivocally been ruled out as a conceivable way to administer the economic zone created more than 15 years ago by the North American Free Trade Agreement. Should, therefore, North Americans abandon any prospec…

Open Access•Martin Barrette, Louis Bélanger•ARTICLE•Canadian Journal of Forest Research•2007

Open Access•Louis Bélanger, Erick Duchesne et al.•ARTICLE•Canadian Journal of Political…•2007•Cited by: 1•References: 9

This article is a response to Stephen Saideman's criticism of our research findings on third state intervention in secessionist crises, which was published in this journal in 2005. Here we defend our methodology and the validity of our results. We also explain why, in our view, Saideman's criticisms and the alternative research design that he offers are seriously questionable. More specifically, our reply focuses on his problematic case selection…

• Foreign Interventions and Secessionist Movements: The Democratic Factor

Open Access•Louis Bélanger, Erick Duchesne et al.•ARTICLE•Canadian Journal of Political…•2005•Cited by: 14•References: 42

This article explores the impact of political regime type on the decision of third states to support secessionist movements abroad. It suggests that democracies share political values, which lead them to oppose their mutual secessionist claims, while autocracies are not bound by this normative consideration. The statistical analysis supports the effect of the democratic factor: democracies rarely support secessionist groups emerging from democrat…

The role played by the middle powers in international economic negotiations is neglected by the literature on the subject. However, in an international trade negotiation characterized by a configuration of global asymmetry but with a relative symmetry between the dominant actors, the role played by the middle powers such as Canada constitutes a central factor in the success of the negotiation. Taking the example of the prenegotiations of the Free…

  • The Americas in Transition: The Contours of Regionalism

Gordon Mace, Louis Bélanger•BOOK•The Americas in Transition•1999

The FTA, MERCOSUR, the Enterprise for the Americas Initiative, NAFTA, the Summit of the Americas—do these constitute building blocs in the construction of a new regional system? This book explores that question, offering an assessment of the state of regionalism in the Americas. The authors first outline the regionalist project—which they view as essentially a U.S. initiative—and analyze the environment in which it has evolved. They then focus on…

    Open Access•Louis Bélanger•ARTICLE•Political Psychology•1999•Cited by: 8•References: 3

A content analysis of material generated by the 1994–1995 foreign policy review process in Canada was conducted in an effort to understand how culture came to be officially constituted as the third pillar of Canadian foreign policy. The analysis showed significant differences among actors in terms of modes of legitimization of cultural diplomacy. State agents, by refusing to consider culture as a referent object in a broadened notion of security …

Louis Bélanger•ARTICLE•The American Review of Canadian…•1997

In the last days of the 1995 Referendum campaign, Bernard Landry, Quebec's Vice-Premier and, at the time, its Minister of International Affairs, wrote to U.S. Secretary of State Warren Christopher. Landry wrote in reaction to what several considered a departure from Washington's traditional public stand toward Quebec's sovereigntist plan, and a step toward a more interventionist U.S. policy. (1) In his letter, Landry warned Christopher that such …

Not so much in the real world where different types of regional arrangements never ceased to be a functional part of the workings of the international system since the 1950s, but more so in the scientific production of international relations scholars. Those old enough to recollect the 1960s will remember how such journals as International Organization and the Journal of Commo…
