From inquiry to inaction
Zimbabwe’s 2000–2009 economic crisis led to the erosion of many pension contributions. Whilst the 2017 Smith Commission presented a compensation scheme for those who lost their savings – almost ten years later, implementation remains slow. Despite the limited progress in compensating civil servants, private-sector compensation has stalled, with only one scheme approved out of nearly a thousand registered funds. In understanding why we haven’t see…
Covid-19 and the implementation of social protection in Southern Africa
Navigating Poverty in Later Life
Economic instability, ineffective governmental oversight, and bureaucratic inefficiencies have been some of the reasons contributing to a deterioration in Zimbabwean pensioners’ living standards. In understanding the risks associated with the diminishing value of pensions and how post-retirement aspirations and caring commitments are still being met, our study was interested in Zimbabwean pensioners’ experiences with the protection framework. In …
Urban Refugees and the Right to the City
This study explores how refugees navigate the challenges in accessing social support within the Global South's urban centers. This research, based on interviews with Congolese refugees in Pietermaritzburg, South Africa, reveals unique challenges faced by this population-compared to urban-based refugees in other regions, particularly the Global North. Notwithstanding the salience of tensions with host communities, the findings reveal how urban-bas…
Old Age Poverty
Despite having over 500 000 pensioners, Zimbabwe is far from guaranteeing its elderly an effective social security system. The National Social Security Authority (NSSA) – is embroiled in numerous cases of corruption. Similar criticisms have also been levelled against personal pension schemes with the living potential of pensioners in Zimbabwe (who receive in some cases less than US$1 monthly), continuing to deteriorate. In contributing new data t…
Universal Refugee Social Protection Guidelines
This paper discusses some of the impediments to the realization of refugee-specific conventions and the international bill of human rights content, i.e., the International Covenant on Civil and Political Rights; International Covenant on Economic, Social and Cultural Rights and the UDHR. The discrepancy highlights a broader failure in the diffusion of the global refugee regime and underscores the disparity between the intentions of global policy …
A Tale of a Rentier Social Contract and Diminishing Economic Rents
The invisible hand of private global enterprises in the political and economic landscape of Africa’s rentier states best exemplifies the extent to which Multinational Corporations (MNCs) now personify the variant/competing strategic resource-seeking interests of two fronts, i.e., (i) the emerging economy MNCs [BRICS nations, with China and Russia in particular] and (ii) the EU (European Union) and North American states. We have also seen from the…
Informality in Zimbabwe’s Urban Areas and the Resilience of Indigenous Solutions to Risk During the Pandemic
This study examined the role of networks and reciprocated assistance in curtailing the risk arising from an absence of centralised social protection programmes. Given how non-state interventions constitute a key part of the endogenous networks to social risk reduction, we also explored how the knowledge of exogenous emergency relief is localised and utilised. In examining these issues, in-depth interviews were done with a purposively selected sam…
Foreigners in the South African Media
This article used a critical discourse approach to understand how linguistic practices in the South African media construct international immigrants of African origin. We created an 88 000-word corpus of online South African news articles on immigrants from 2008 to 2020, which we then uploaded onto a corpus analysis software, Sketch Engine. Through the software, we were able to generate patterns of language use in the construction of immigrant id…
Policy making and governance structures in Zimbabwe
Although the African Youth Charter emphasizes the role of the youth as prerequisites for sustainable development’, there remains an existential marginalisation of youth from most policy making and governance structures. In response to such exclusion, young Africans across the continent have been at the fore of protests and similar movements. In effecting inclusivity, decentralisation in Zimbabwe has meant that equitable participation is regulated…
Mainstreaming youth policy in Zimbabwe – what role for rural youth
Youth exclusion in policy formulation and implementation, especially in rural areas, is worsening their socio-economic wellbeing. This article evaluates current youth empowerment policies and the institutions mandated to foster youth emancipation in Zimbabwe. In exploring the compatibility of these policies in a rural context, the researchers purposively selected and interviewed the youths involved in policy implementation and self-help projects …
Challenges to Refugees’ Socioeconomic Inclusion
In antithesis to the 2030 Agenda on Sustainable Development (socioeconomic inclusion for all) and a relatively progressive refugee policy framework (Refugee Act 130 of 1998), refugees in South Africa continue to face targeted exclusion and reduced living potentials. Impediments to refugee groups ability to ‘thrive and not just survive’ (as called for in the 2018 Global Compact on Refugees), are examined in this paper through a synopsis of the con…
