Protecting Protection Programmes or Engaging with People? Conditional Inclusion and Evolving Relational Dynamics in Anti-Trafficking Programmes
Anti-trafficking programmes in Italy have been implemented for more than two decades. Yet, little empirical evidence is available regarding their functioning. This paper draws on 56 semi-structured interviews carried out in the period of 2019–2021 with practitioners and beneficiaries of the N.A.Ve anti-trafficking programme. The interviews focused on practitioners’ experience working with Nigerian women and on Nigerian women’s experiences of the …
Migration governance and the role of the third sector in small-sized towns in Italy
The paper makes an innovative contribution to studies on the local governance of migration by considering the role played by Third Sector actors in three small municipalities in northern Italy: a mountain village, a rural village, and a town located at the edge of the great Milanese conurbation. The cases shed light on the implications that a small size can have for understanding the policy outputs and challenges of migration governance at the lo…
Victims or offenders? The principle of non-punishment and the critical protection of unaccompanied minors exploited in criminal activities in Italy
This paper deals with young people who committed an offence when they were minors, in the framework of child exploitation or as a result of it. The focus is on art. 18, para. 6, of the Ital-ian Legislative Decree 286/1998, and the current obstacles to its implementation. The specific question addressed by this article is how and by whom trafficked minors, who are exploited in criminal activities, are identified and protected. To do so, the author…
Towards a parallel exceptional welfare system
Reception measures have been implemented in many EU countries, as part of an articulated framework of European, national, subnational, local normative arrangements. This paper states the need for more attention on the division of responsibility among government levels and forms of contention associated with it, moving beyond the Scholten’s framework (2013) focused on actors’ coordination. In doing so, it argues that an increased focus on the welf…
Caring for elderly parents
The migrant population in Southern European countries is aging. In the next future, long-term care needs of immigrant individuals will be a major issue in the evolution of social policies in these countries. In this context, it becomes important to examine what are the norms of filial obligations that govern the exchange of social support within migrant families. The study focuses on solidarity norms and support expectations among Mahgrebine immi…
A burden to the welfare state? Expectations of non-EU migrants on welfare support
In recent decades European institutions have been promoting the broadening of immigrants’ social rights, while at national levels political battles have been led around the definition of the legitimate community of welfare receivers. Immigrants have been often depicted as undeserving individuals threatening welfare state sustainability, although existing research does not fully support this view. At the same time, political and academic debates o…
Governing agricultural migrant workers as an “emergency”
Rosarno and Sermide are two small towns in Southern and Northern Italy, which are both part of a manual‐labour circuit of agricultural work. The article presents an analysis of governance structures in these towns and, by bringing together the literature on migrants' agricultural labour and local policy‐making, explores how public actors address migrant seasonal agricultural workers' needs to investigate outcomes of inclusion and exclusion. The a…
Building community in and out viapadova36
Innovative housing practices involving immigrants
Italian scholars have demonstrated growing interest in immigrants' political engagement. Most studies have focused on associationism and conventional forms of political participation, while little research has investigated their unconventional involvement. Additionally, in the context of urban conflicts, they have been assumed as passive political actors, or at least this can be deduced from the scarce attention dedicated to them. The paper aims …
