Based on a pooled time series analysis that covers a 30‐year period at five different time points—1960, 1970, 1980, 1985, and 1990—this research examines the relationship between states' Aid to Families with Dependent Children (AFDC) payments and teen birth rates. Drawing on rational choice theories, we expected the effects of states' AFDC payments on their teen birth rates to be positive, taking into account states' divorce rates, population cha…

    Open Access•Shirley L Zimmerman•ARTICLE•International Journal of…•1994•Cited by: 1•References: 10

However in 1985, the two were related, states' public welfare expenditures being inversely predictive of their divorce rates: the less states' spent for public welfare, the higher their divorce rates, and conversely, the more they spent, the lower their …

  • Myths About Public Welfare

    Open Access•Shirley L Zimmerman•ARTICLE•Review of Policy Research•1989•References: 2

To rationalize federal cutbacks in spending for public welfare, President Reagan charged that public welfare programs are responsible for leading to a “national tragedy involving family breakdown, teen‐age illegitimacy and worsening poverty.” Yet analysis of 1980 and 1982 census data for the 50 states suggests that if this is so, it is because of low, not high, spending for public welfare. While low state spending for public welfare is predictive…
