Do They Walk Like They Talk?: Speech and Action in Policy Processes
"General Policy Speech of Prime Ministers and Fiscal Choices in France: "Preach Water and Drink Wine
This chapter examines the relationship between the general policy speeches of French Prime Ministers and their subsequent fiscal choices. It argues that these speeches often present a disconnect between rhetoric and reality, where prime ministers advocate for fiscal prudence while simultaneously engaging in expansionary spending. The authors label this phenomenon "preach water and drink wine," suggesting a strategic use of public pronouncements t…
Left–right party ideology and government policies: A meta–analysis
This paper summarizes how the partisan influence literature assesses the relationship between the left–right party composition of government and policy outputs through a meta–analysis of 693 parameter estimates of the party–policy relationship published in 43 empirical studies. Based on a simplified ‘combined tests’ meta–analytic technique, we show that the average correlation between the party composition of government and policy outputs is not …

Electoral and Partisan Cycles in the Canadian Provinces
This study tests explanations of the growth of Canadian provincial governments that draw from the political budget cycle approach. The approach assumes that governments jointly respond to electoral and partisan goals. When the next election is not expected soon, the government uses its discretionary power to pursue its ideological target. When the next election is near, politicians in government, fearing electoral defeat, deviate from their norma…
End of ideology’ or ‘politics matters’? Two competing hypotheses in the comparative public policy literature
Voting games and constitutional decision: The 1981 constitutional negotiation in Canada
Aid and ideology
A conceptualization of international aid‐giving behaviour, based on the notion of bounded rationality and involving the interaction of objective and subjective factors, is developed. From this conceptualization, four hypotheses are deduced to explain the variation of development aid expenditures as a percentage of GNP: the instrumental hypothesis, the humanitarian hypothesis, the ideological hypothesis, and the incremental hypothesis. These hypot…
