  • The Dejudicialization of the German Federal Bureaucracy

    Open Access•Marian Döhler•ARTICLE•Review of Policy Research•2025•References: 17

Using data from a long‐term survey of senior civil servants (1970–2021), this study investigates the declining share of jurists in federal ministerial departments in Germany. The mechanisms driving this trend and its subsequent effects are discussed from an organizational perspective, highlighting the influence of environmental pressure and the increasing importance of science and expert knowledge in policy formulation. The study applies continge…

  • The architecture of organizations as missed opportunity in political research

    Open Access•Marian Döhler•ARTICLE•Public Administration•2020•Cited by: 2•References: 13

Few scholars in political science or public administration deny that organization matters. However, the rare application of an organizational perspective in research suggests otherwise. To revive the awareness of organizations as unit or level of analysis, attributed and generic properties are distinguished. Attributed properties, which dominate research, assign functions and patterns of behaviour to an organization. In contrast, generic properti…

    Open Access•Marian Döhler•ARTICLE•Zeitschrift für Politikwissenschaft•2020•Cited by: 3•References: 32

  • Wag the Dog

    Open Access•Marian Döhler•ARTICLE•European Policy Analysis•2018•References: 8

Ever since German Rail, the largest state‐owned enterprise in Germany, was converted into a stock company in 1994, the federal government has been criticized for a lack of policy ambitions. From a principal–agent perspective, the federal government gives the impression of being a reluctant principal. The first objective is therefore to explain the strategic interaction between the federal government and German Rail since the 1990s. The second aim…

  • Der gut organisierte Staat

Marian Döhler, Jochen Franzke et al.•BOOK•Der gut organisierte Staat•2015

  • Institutional Choice and Bureaucratic Autonomy in Germany

    Marian Döhler•ARTICLE•West European Politics•2002•Cited by: 23•References: 7

Although the delegation of government functions to non-majoritarian bodies such as independent agencies has accelerated throughout the OECD, Germany has followed a different path so far. In particular, administrative agencies have only rarely been granted autonomy from direct political control. The main argument is that a genetic code, inherent to the system of government institutions, has routinely auto-piloted choices that involved the design a…

    Marian Döhler, Patrick Hassenteufel•ARTICLE•Revue française d administration…•1995•Cited by: 2

Regulation of Health Insurance in France and Germany While the French and German Systems of social insurance have strong structural similarities (being para-state Systems), there are important differences in the ways of regulating the Systems. Thus, in France, State representatives occupy a predominant position in the policy of regulation of this sector of health care, a sector which is nevertheless very fragmented ; however in Germany a body of …

  • The State as Architect of Political Order

    Open Access•Marian Döhler•ARTICLE•Governance•1995•Cited by: 9•References: 12

The focus of this article is on the state as an actor that can create, rearrange or even destroy established structures of interest representation. Through small, often almost overlooked, and sometimes even failed interventions, governmental policies create a legacy that can serve as a springboard for further political action. This policy dynamic is triggered by “architectural” activities of the state, aiming at the structure of the interest grou…

This paper examines the causal factors behind the increase of medical specialization in Great Britain, Germany and the U.S. Current research into professions usually explains the phenomenon of growing specialization by referring to innovations in medical science and technology, competition among physicians, the differentiation of research institutions and medical schools, government intervention and organizational changes in the delivery of healt…

  • Institutionelle Bedingungen ordnungspolitischen Strategiewechsels im internationalen Vergleich

Gerhard Lehmbruch, Otto Singer et al.•CHAPTER•Staatstätigkeit•1988
