Cultural landscapes at risk
Worldwide, cultural landscapes face growing threats from climate change and related hazards. Preserving these unique environments is vital – not only to safeguard their tangible and intangible heritage but also to learn from their stewardship as we navigate the challenges of a changing climate. Applying a document analysis, this paper investigates the extent to which Aotearoa New Zealand’s current legislative and regulatory planning regime and he…
Advancing adaptation of highly heterogeneous urban contexts for improved distributive climate justice
Evaluating riverine flood policy
Globally, the responsibility to develop flood risk policy is often devolved to local government. However, local governments can lack the capacity to keep up with increasing and changing flood risk and information provision without external guidance and support. Central and state governments can deliver policy support and consistency by providing policy direction or standards based on best practice. Due to diverse localised modelling, plans and po…
Urban food planning and management in Melbourne
Over the last decades, local governments have begun to develop urban food planning instruments focused on improving public health and environmental sustainability, but shortcomings still exist. This paper builds on the case of the Melbourne Metropolitan Region (Australia) to elaborate on how urban food planning and management can address the challenges exposed by a systemic approach. Challenges include strengthening local food economies, developi…
Understanding amenity and travel time preferences, and how this differs
This paper aims to understand public preferences concerning the amenities people prefer easy access to and how much time they would prefer to spend getting there. The empirical data draw from a national survey (1491 responses) in Aotearoa New Zealand. For amenity, we reveal citizens significantly prefer access to local shops and greenspace. For active travel time, 20 minutes was an upper threshold, regardless of mode, beyond which people are more…
Enhancing disaster risk governance for small-scale recurring disasters through pre-determining emergency response and recovery entry points for improved social outcomes
There is growing recognition that climate change is increasing the frequency of disasters globally. Historical disaster data show that the majority of disasters are non-catastrophic. However, these less severe disasters can occur in quick succession and affect the resilience of the communities, and their long-term impacts can be just as severe. Nevertheless, emergency management policies are largely developed around larger-scale disasters, along …
Green or Grey Pandemic Recovery? Revealing the Blue–Green Infrastructure Influences in Aotearoa-New Zealand’s “Shovel Ready” Covid-19 Response
This paper analyses Aotearoa-New Zealand’s “shovel-ready fund” to assess if, and how, blue–green infrastructure systems were present in bids from its largest city regions. More positively, there was some evidence of unique indigenous influences that have potential to develop more inclusive and holistic blue–green infrastructure initiatives. The overall response, however, demonstrates a disjointed approach to blue–green infrastructure-related proj…
Intrinsic barriers to and opportunities for community empowerment in community-based tourism development in Thai Nguyen province, Vietnam
Even though community empowerment is a crucial component of sustainable tourism, true community empowerment is in fact hard to achieve and still eludes many countries. Few studies have looked at factors that may inhibit or encourage empowerment processes for local people. In response to this gap, this article explores intrinsic barriers to and opportunities for community empowerment in community-based tourism development in Thai Nguyen province, …
Using green infrastructure as a social equity approach to reduce flood risks and address climate change impacts
Examining the incorporation of small-scale recurring disasters in emergency management frameworks
When salient science is not enough to advance climate change adaptation
Bridging Adaptive Learning and Desired Natural Resource Management Outcomes
Natural resource management (NRM) has been increasingly guided by governance arrangements seeking less centralized and hierarchical and more integrated and adaptive approaches to achieve desired social-ecological outcomes. Successful implementation of these approaches requires adaptive learning which entails the application of individual, institutional and social learning to adaptive co-management. This paper proposes and validates a conceptual m…

Environmental Sustainability
For a generation, governments around the world have been committed to sustainable development as a policy goal. This has been supported by an array of new policies ranging from international agreements, to national strategies, environmental laws at many levels of government, regional programs, and local plans. Despite these efforts, decades of scientific monitoring indicate that the world is no closer to environmental sustainability and in many r…

Maximising synergies between disaster risk reduction and climate change adaptation
One human settlement
The Role of Anticipatory Governance in Local Climate Adaptation
Anticipatory governance is emerging in the literature and practice as a form of decision-making which attempts to deal with climate change complexities and uncertainties. Underpinning the anticipatory governance approach to decision-making is a three-step process which includes future analysis, flexibility of strategies and monitoring and action. This paper adopts the anticipatory governance and its three-step approach as a framework to investiga…
