Between active citizenship and exploitation
Dutch refugee integration and labor policies promote un(der)paid and low-paid labor by refugees a key pathway for participation. This article draws on an extensive number of interviews with public, non-public and private actors as well as refugees to examine refugees’ experiences with such forms of labor. According to anthropological theories of the gift, recipients of social benefits such as refugees in Europe are engaged in relations of social debt. Here I argue that, within the framework of capitalist societies, concepts of social debt and repayment do not prove adequate in addressing social relations between powerful institutions and disempowered populations.
