    전 세계 기후변화 대응을 주도하고 있는 EU에서 프랑스는 다른 주요 회원국에 비해서 1인당 온실가스 배출이 적다. 이는 프랑스 정부의 적극적인 기후변화 대응에 힘입은 것이다. EU의 기후변화 대응을 선도하면서, 전 세계 기후변화 대응에 큰 이정표를 남긴 파리협정을 주도한 프랑스 정부는 금융 및 예산 분야에서도 기후변화 대응을 선도하고 있다. 2017년 프랑스 국채관리청은 70억 유로의 녹색국채를 발행하였다. 또한 프랑스 정부는 OECD차원의 “녹색예산에 대한 파리 협력”에 발맞추어 2021년 세계 최초로 녹색예산을 도입하였다. 프랑스의 녹색국채 프레임워크에 따르면, 프랑스의 녹색국채는 ‘기후변화 적응’, ‘기후변화 완화’, ‘생물학적 다양성의 보호’, ‘대기, 토양, 수자원 오염의 감소’라는 목표에 부합해야 한다. 2017년 개최된 “하나의 지구 정상회의”에서 OECD는 “녹색예산에 대한 파리 …
