Ruling by valuations
The paper examines how Israeli and Palestinian appraisers generate authoritative valuations in the absence of reliable market data, and how these practices contribute to the performative construction of markets and the extension of Israeli state authority in a fragmented and contested urban space. In doing so, the paper makes explicit how valuation operates as a technology of rule, extending performativity theory to contexts shaped by occupation …
The nature of contamination
This paper explores a paradox at the heart of contemporary urban ecologies: contamination, long framed as the antithesis of nature, has become - under certain conditions - a protective condition for specific ecologies. In former military-industrial sites at the core of the Tel Aviv metropolitan region in central Israel, high levels of toxicity have stalled development and, in doing so, allowed ecosystems to persist and regenerate, including the r…
Uneven application of real estate valuation standards
This article examines how real estate valuation standards operate in contested urban contexts, focusing on their uneven application in East Jerusalem (EJ) and West Jerusalem (WJ). Drawing on 37 interviews, 100 valuation reports, and extended fieldwork, it shows how standards are implemented differently across legally fragmented spaces. In WJ, valuations rely on formal data; in EJ, they are adapted to political resistance and infrastructural absen…
Mediating urban realities
This paper examines the land titling process in Tel Aviv's Shapira neighborhood, highlighting the crucial role of real-estate appraisers in shaping the outcomes of Plan TA-4455. It challenges Hernando de Soto's claim that the shift from collective to private land ownership is a purely technical matter, revealing the deep socio-political influence of appraisers. Through qualitative research, including interviews and document analysis, the study sh…
Displaceable! Precarious urban citizenship in Israel/Palestine
Under the shadow of unprecedented displacement and genocidal attack on Gaza, this article introduces the special issue dedicated to the ‘displaceability’ of urban citizenship. Centred on Israel/Palestine as a ‘laboratory’ of ‘southeastern’ urban governance under conditions of conflict, settler-colonialism, and neoliberal restructuring, the collection conceptualizes displaceability not simply as forced removal but as a chronic condition of contemp…
Beyond displacement
This paper brings the conceptual and methodological apparatus of the relational approach to the emergent conversation on displaceability – which is a novel concept underscoring the perpetual risk in urban environments of potential eviction, highlighting the ever-present tension between belonging and upheaval in contemporary urban settings. Drawing from case studies in Tel-Aviv and occupied East Jerusalem, I delve into two distinct local real esta…
Real estate valuations, heritage branding and the construction of the world's most expensive city
This paper contributes to Land Value Capture (LVC) research by demonstrating how heritage conservation, typically linked to architectural preservation and cultural memory, can also serve as a fiscal extraction tool. Focusing on Tel Aviv-Jaffa, it traces how the local municipality used the 2008 Conservation Plan to transform heritage policies into financial instruments, legitimising betterment taxes and limiting compensation claims. It examines th…
Exploring real estate valuation practices in an informal market
The Multiple Enactments of Contamination
The remediation and redevelopment of industrially contaminated land are complex challenges for urban regions worldwide. Yet the literature on urban brownfields mostly addresses this as a technical problem through dichotomic and anthropocentric terms, contrasting the passive and negative role of the contamination as a toxic entity in the ground with the active and positive roles assigned to human actors such as planners, developers and communities…
Real-estate valuation and the organization of the city
Purpose The increasing financialization of urban organization has been well-documented over the last couple of decades. Nevertheless, the planning process has been seen as distinct from the financial. By questioning this assumption and examining where the two spheres interact, this paper argues that the enmeshment of finance and planning produces an overlapping of the two, which refuses any attempt of demarcation. Design/methodology/approach By f…
Bringing Politics Back In
This article makes an empirical and historical contribution regarding the role of the Labor Party government between 1992 and 1996—Yitzhak Rabin’s government—in shaping the Israeli path to neoliberalism. The article argues that Rabin’s government developed a new neoliberal political-economic logic that differed from the political-economic logic of the Emergency Stabilization Plan as well as from the political-economic logic of Sharon’s government…
