Fishery and Dugong Bycatch Problem in the Dungonab Bay Marine Protected Area on the Northern Sudanese Red Sea Coast
本稿では,海洋保護区において漁民と保護動物ジュゴンがいかに調和的に共存可能かについて,スーダン紅海北部ドンゴナーブ湾海洋保護区の漁撈活動より考察する。77漁場の水深と底質を分析した結果,水深30m以下の漁場が84%,底質がサンゴ礁の漁場が70%であった。この海域の漁撈活動は,サンゴ礁に生息する魚介類を主な漁獲対象とし,浅海の利用頻度が高い傾向がある。湾外の水深40~50mの深い海は,高級魚スジハタ(Plectropomus maculatus)の漁場である。スジハタは産卵期(5~ 6月)に集中して獲られるが,漁法は不確実性が高く効率の悪い一本手釣りである。魚群探知機の使用もほとんどない。商品価値の高い資源は深い海に潜んでいるが,漁撈技術との兼ねあいからその利用は難しい。加えて,強風や夏場の気温上昇により,漁撈は強い活動制限を受けている。これが天然の休漁となり,過剰な資源利用が抑制されていると推測できる。問題は,ジュゴン混獲を含む浅い海の資源管理である。これまでの調査研究より,ジュゴン混獲…
