  • Majority support for global redistributive and climate policies

    We document majority support for policies entailing global redistribution and climate mitigation. Surveys on 40,680 respondents in 20 countries show strong majority support for a global carbon price funding equal cash transfers, called the Global Climate Scheme (GCS).     By taxing rents, governments can avoid a trade-off between productivity-enhancing public investment and efficiency losses from raising funds.     Imperfect altruism between generations may lead to insufficient capital accumulation. We study the welfare consequences of taxing the rent on a fixed production factor, such as land, in combination with age-dependent redistributions as a remedy. Taxing rent enhances welfare by increasing capital investment.
