E Drexel Godfrey, Mario Einaudi et al.•ARTICLE•The Western Political Quarterly•1956

democracy was to be restored. But after two years, the matter has lost some of its early urgency. It somehow appears unrelated to the really important questions of the day, and there are some persons who now agree with the statement made by Edouard Herriot a good many years ago that nationalization is like a drum: it makes a lot of noise, but there is nothing inside. The issues, however, are more complicated than that, and they are sufficiently i…

  • The Crisis of Politics and Government in France

    Open Access•Mario Einaudi•ARTICLE•World Politics•1951

The French elections of June 1951 and the serious difficulties experienced by the victorious constitutional parties in the formation of a government call attention once more to the problems of a parliamentary system in a multiparty state, and underline the urgency of a redefinition of the roles of parties and government within a constitutional democracy. These developments also draw attention to the basic constitutional problems which affect the …

The outcome of the Italian election's can be summarized statistically as follows. In the elections for the Chamber of Deputies (the only ones to be taken into account in these comments), a total of 26 million citizens went to the polls, or about 92% of the registered voters, as against 23 millions in 1946. Almost 13 millions cast their ballot for Christian-Democracy in 1948 as against 8 millions in 1946; about 10 millions for Marxist parties, as …

At the beginning of 1948, Italy's first republican constitution went into effect. After exactly a century, the Statuto of 1848 was finally and formally superseded. History will record that the Statuto proved a powerful instrument in the formation of Italian unity and in the development of Italy's freedoms and parliamentary system until 1922, just as it will also be a witness to its rejection and nullification in the course of the subsequent twent…

  • Christian Democracy in Italy

The American mind has been traditionally more ready to accept the validity of political parties which tend to reflect the complexity of political and economic problems and are not based on any simple ideology. For a nation's mind is not a simple one, nor are its interests capable of simple definition. In a free society, a political party with any claim to national scope and to a lasting identification with the task of solving the particular probl…

  • Political Change in France and Italy

    Open Access•Mario Einaudi•ARTICLE•American Political Science Review•1946•Cited by: 1

In the simultaneous elections held on June 2, 1946, in France and Italy, it is not difficult to see a symbol of the community of destiny which, even now, seems to link the two countries. France and Italy are the two largest western European countries to emerge intact from the ordeal of fascism and war, and the political decisions they will make in the near future are bound to affect to a large extent the course of events in Europe. To find out wh…

  • Political Issues and Alignments in Italy Today

    Open Access•Mario Einaudi•ARTICLE•The Review of Politics•1944

The efforts of the Italian people to create the basis of a new political life are proceeding amidst the most serious difficulties, but not without well-founded hopes for the future. There is hunger in Italy today—and insecurity, unemployment, lack of transportation and of some of the bare necessities of civilized human life. Worst of all, there is inflation on a fearful scale, with its destruction of economic and moral values, with its sudden imp…

The deadlock which had continued until recently between the defenders of the old institutional framework and the representatives of the various political forces which today represent one of Italy's best hopes for the future, has apparently been broken by the acceptance of a compromise aimed at the formation of a stronger war cabinet. It may be hoped that the new government will strive to become a true symbol of th…
