Animal Quality-Adjusted Life Year -Aqaly
The Animal-Welfare Levy
We provide a nonanthropocentric rationale for implementing a levy on meat consumption due to animal-welfare considerations. It operates as a Pigouvian tax and addresses externalities on farmed animals. Under total utilitarianism, the levy is a subsidy when an animal’s life is worth living, and a tax when it is not. The levy varies under alternative normative settings, illustrating the importance of population-ethics issues for the pricing of exte…

Monetizing Animal Welfare Impacts for Benefit–Cost Analysis
Animal welfare is often ignored in decision-making, despite widespread agreement about its importance. This is partly because of a lack of quantitative methods to assess the impacts of policies on humans and nonhumans alike on a common scale. At the same time, recent work in economics, philosophy, and animal welfare science has made progress on the fundamental theoretical challenge of estimating the well-being potential of different species on a …

Regulation in Happyville
How does risk perception affect risk regulation? Happyville is a society in which citizens wrongly believe that the drinking water supply is contaminated. We discuss conditions under which a benevolent Director of Environment Protection would invest in a water cleanup technology. This holds if the Director is populist, namely if he maximises social welfare based on citizens' pessimistic beliefs. More surprisingly, investment in the water cleanup …
Learning and climate change
Learning – i.e., the acquisition of new information that leads to changes in our assessment of uncertainty – plays a prominent role in the international climate policy debate. For example, the view that we should postpone actions until we know more continues to be influential. The latest work on learning and climate change includes new theoretical models, better informed simulations of how learning affects the optimal timing of emissions reductio…
