  • Policy entrepreneurship under hierarchy

Chunyu Shi, Émilie Frenkiel•ARTICLE•Journal of Chinese Governance•2021•Cited by: 10•References: 15

How do actors develop entrepreneurial activities to bring about policy change? To what extent do the contexts in which they are embedded shape their behaviors? Relying on three comparative case studies, we use the structure-, institution- and agent-based analytical framework to investigate the complex and dynamic interactions between contexts and actors in the process of policy change initiated by state actors in authoritarian China. We propose a…

  • Participatory budgeting and political representation in China

    Émilie Frenkiel•ARTICLE•Journal of Chinese Governance•2020•Cited by: 7•References: 11

In this paper I conduct a comparative analysis of three Chinese experiments with participatory budgeting (PB), a democratic innovation that has circulated worldwide. Relying on a renewed typology of political representation and ethnographic fieldwork combined with official data collection in Chengdu, Sichuan and Wenling, Zhejiang over seven years, it investigates the expansion and practice of PB and analyzes the relationship between participation…

  • The Evolution of Representative Claim-Making by the Chinese Communist Party

    Open Access•Émilie Frenkiel, Anna Shpakovskaya•ARTICLE•Politics and Governance•2019•References: 15

This article traces the evolution of representative claim-making by the Chinese Communist Party (CCP) since the proclamation of the People’s Republic of China in 1949 up to the present day. Based on the analysis of official political discourses on the mass line, the Three Represents and more recent ongoing discourses on digitalization, we demonstrate the change and continuity of claim-making by the CCP. We show that while representative claim-mak…

  • The Redistribution of Representation through Participation

    Open Access•Émilie Frenkiel, Stéphanie Tawa Lama‐rewal•ARTICLE•Politics and Governance•2019•Cited by: 2•References: 14

A strong contention of the “representative turn” is that representation is consubstantial with politics (Saward, 2010). One way to test the heuristic value of this vision is to look for representation in an institution that was historically built against representation, namely participatory budgeting (PB), a democratic innovation that has spread globally with exceptional rapidity. The literature on PB identifies two types of relationships between…

  • Chinese Intellectuals’ Conception of Politics in the Early Twenty-First Century

Open Access•Émilie Frenkiel•ARTICLE•La lettre du Collège de France•2015

At first glance, Chinese scholars’ academic freedom and freedom of expression seem very limited. It is difficult to imagine that an interesting debate on the question of political reform could take place in China or that the proposals which some engaged academics put forward in spite of everything could have an impact on public policy. My experience of Pekinese universities and the interviews I was able to hold with about twenty renowned academic…

  • Conditional democracy

    Émilie Frenkiel•BOOK•Conditional democracy•2015

Little is known about the political views of non-dissident Chinese intellectuals. For this book, Émilie Frenkiel has been granted unprecedented access to the discussions of politically committed Chinese who have been part of the intellectual debate on post-Tiananmen reform. Her in-depth research elicits lively views that reflect the yearnings and fears of the country's political elite, and reveal the diversity of approaches to China's democratisa…
