Climate Change and Migration Policy in Pacific Small Island Developing States (PSIDS)
본고는 기후변화로 인한 위기에 대응하는 태평양 군소도서개발도상국(PSIDS)의 이주정책 형성과 전개과정을 비교분석한 연구이다. 마셜제도와 투발루 사례를 중심으로, 두 국가가 유사한 기후위기 상황 속에서 어떻게 상이한 이주전략을 형성하고, 궁극적으로 회복탄력성을 확보해 나가는지를 추적한다. 이를 위해 이주체계이론과 환경이주 프레임워크를 적용하여, 기후변화로 인한 이주압력이 각국의 사회·제도적 조건과 국가 대응전략에 따라 어떻게 조정되고 변형되는지를 분석한다. 분석 결과, 마셜제도는 조기에 안정적인 해외이주 경로를 제도화하고 이를 바탕으로 국내적응 전략을 추진해왔으며, 투발루는 국내정주 중심 전략을 유지하다 점진적으로 해외이주 경로를 확대해왔다. 그럼에도 불구하고 양국은 국내기반 유지와 해외이주 선택권 확보를 병행하는 복합적이고 유연한 회복탄력성 기반 전략으로 수렴해가고 있다는 점에서 전략적 공통성…
