Neighbourhood organization as a way of addressing vulnerability
This article explores how neighbourhood organization can address urban vulnerability through a community mediation programme in Olot, Spain. Based on qualitative research, it examines how residents navigate conflict, fragmentation, and segregation. Adopting a critical view, the programme frames cohesion as a dynamic process involving disagreement and collective struggle. Findings show that community mediation can foster everyday relationships, re…
Technology and democracy
This paper focusses on the use of technology to improve democracy, comparing the cases of Estonia and Catalonia. Both examples are closely related in their use of technology to further democratize the decision-making processes, but have opposite starting points. Estonia’s internet voting system is an offshoot of the comprehensive e-governance system developed by the Estonian government. It is meant to make it more convenient for people to vote an…
The Closer, the Better? Comparing Advisory Councils at Different Government Levels
Advisory councils exist at diverse government levels, making them especially appropriate to address the discussion about scaling up participatory institutions, by comparing their differences across different government levels. We analyze the characteristics of advisory councils in Spain, where they are quite similar at the national, regional, and local levels, allowing a controlled comparison of their functioning and results. Results show similar…
Local consultations on public space management
In the last few years the number of local consultations has increased considerably in Catalonia. This formula was extended, from 2014 onwards, not only due to the knock-on effect of the self-determination referendums but also in order to resolve contentious issues related to the symbolic and urban management of public spaces. In this article we present the result of the analysis of four case studies, from which we can conclude that the consultati…
New‐Style Councils, New‐Style Councillors
The aim of this article is to contrast an empirical study on the changes in the attitudes and behaviors of local politicians with recent literature on local governance. To undertake this task, the article brings together the results of about two hundred in‐depth interviews with local councillors from nine Catalan local councils over two different periods of time: 1986–1987 and 1998–1999. Through comparison with the results of the interviews carri…
Multilevel Governance and Europeanization
The article aims to explore the patterns of multilevel governance in Catalonia in the context of a process of Europeanization. Catalonia is no longer a simple sphere of linguistic and cultural identity deprived of political expression. Nor, however, is it a political reality with the structures of a nation state. Today, Catalonia is a country with a considerable degree of self-government, but whose place within Europe for the most part continues …
