    For nearly 100 years the Bureau of Indian Affairs has expended large sums on Indian reservations for subsistence and agricultural development. A review of this expenditure for the Lower Brule Sioux Reservation shows that this pattern has resulted in poverty and unemployment. In 1950 the tribal council and Bureau of Indian Affairs began to consider investment that would create employment opportunities, but BIA control and other barriers prevented …
