Health Care Reform and Workers' Compensation
The authors provide evidence of important spillover effects of comprehensive health care reform on workers' compensation (WC) that are likely to reduce WC costs. Using data on more than 20 million emergency room (ER) discharges in Massachusetts and three comparison states, they find that Massachusetts health care reform caused a 6.2 to 8.2% decrease in the per capita number of ER discharges billed to WC. What Determines Employer Accommodation of Injured Workers? The Influence of Workers' Compensation Costs, State Policies, and Case Characteristics
Despite a recent dramatic increase in the rate of employer accommodation of injured workers, the extant literature provides little evidence on the determinants of accommodation or the reasons for this upward trend. An important question to ask regarding social insurance programs such as workers' compensation (WC) is to what extent do higher benefits lead to more claims? The authors of this study revisit incentive effects of WC, using 25 years of data (1977-2004) from the March Current Population Survey (CPS) to estimate the relationship between WC cash benefit levels and the frequency of WC receipt. Providing new evidence on the subject, they demonstrate th…
Income packages of households with children
This paper presents stylized facts about household disposable income and its components (the ‘income package’) in ten OECD countries, using data from the Luxembourg Income Study database for the period 1994–2000. The research design is an extension of the design in Todd and Sullivan (2002). Cross-national correlations reveal that there are systematic differences among nations in the relationship between the number and age of children in a househo…
