Combination of economic policies
Lack of fiscal transparency and economic growth expectations
Income inequality in Brazil
This paper provides empirical evidence to assess the impact of socioeconomic and political variables on different measures of income inequality based on the 27 units of the Brazilian federation in the period from 1999 to 2008. The Brazilian experience is a good example for understanding the income inequality policies in developing countries. The findings suggest that the improvement observed along the period under analysis is a result of the comb…
Corruption, income, and rule of law
This article presents an empirical analysis based on cross-country data concerned with two points regarding corruption: (i) its effects on income; and (ii) how to mitigate corruption. The findings can be highlighted in two points. Firstly the idea that corruption is intrinsically connected with income is confirmed. Secondly, the traditional argument that an increase in rule of law represents a good strategy in the fight against corruption is vali…
Is inflation targeting a good remedy to control inflation
Transparência do banco central
Central Bank transparency: an analysis of the Brazilian case. Nowadays there is a tendency among central banks of increasing transparency in the conduction of the monetary policy. After the adoption of inflation targeting in Brazil there was an increase in the communication of the Central Bank of Brazil with the public. This paper makes a brief review of the recent theoretical and empirical literature concerning this subject. Furthermore, an anal…
Brazil
Identifying which macroeconomic variables underlie consumer confidence is an essential step towards implementing sound economic policies. This article contributes to the subject by way of an empirical analysis based on ordinary least squares (ols), generalized method of moments (gmm) and vector autoregression (var) techniques for the case of Brazil. The findings indicate that following a loose fiscal policy which increases public debt and taking …
Public-debt management
This paper analyses public-debt management in Brazil, and considers the main recent theoretical models and the possible effect that the strategy adopted by the Treasury from 1999 onwards could have on the base interest rate. The findings show that the public-debt-management strategy adopted by Brazil was based on the recommendations of Calvo and Guidotti (1990). The average maturity of public debt, the proportion of shares linked to the Special S…
After surpassed more than half a decade since the adoption of inflation targeting in Brazil, it can be seen that maintaining a high interest rate is inherent to the strategy for the conduction of the monetary policy. The objective of this paper is to show that the present policy for defining the basic interest rate of the economy, based on the response to inflation considering both market and administered prices, is onerous for the Brazilian soci…
The effects of central bank independence and the rate of turnover on the Brazilian inflation. Nowadays, the belief is strong in the Brazilian federal government that operational central bank independence is a basic condition to assure price stability. The literature concerning this subject highlights that a high degree of independence and a low turnover of central bank governor are associated with low inflation. This paper analyzes the relation b…
Independência do banco central e equilíbrio fiscal
The objective of this paper is to analyze the main theoretical arguments for the analysis of the conduction of monetary policy on the fiscal side. Besides this, an analysis is made of the possible effects on the fiscal balance from the conduction of the monetary policy in the search for price stability after the Real Plan and due to an increase in the central bank independence (CBI) in the Brazilian case. The findings denote that the strategy for…
Central bank independence and its relationship to inflation
This paper builds on earlier studies of central bank independence (CBI);, making a comparison of the rankings of central banks for 15 countries through three different indices. The analysis reveals that there is no shared concept of CBI and that the indices are a measure of the inflation bias. The Brazilian case is used as an example, with the objective of examining the impact on inflation of an increase in independence over time, as measured by …
Inflation bias
This short paper offers a brief appraisal of the conventional inflation bias and Cukierman's new inflation bias. It may also be seen that a lack of equilibrium in the balance of payments represents another reason for the emergence of the inflationary bias in an economy
Moeda única no Mercosul
