Interventions on the concept of externalisation in migration and border studies
De-confining borders: Towards a Politics of Freedom of Movement in the Time of the Pandemic
This article, primarily focused on Europe, charts some of the momentous transformations in bordering practices, migration and global mobility that have been sparked by the new coronavirus pandemic. In a first part it argues that since the onset of the pandemic, the enduring ‘global mobility apartheid’ which uses citizenship and visa restrictions to police the differential access to mobility founded on race and class, has been supplemented by a fl…
Counting Migrants' Deaths at the Border: From Civil Society Counterstatistics to (Inter)Governmental Recuperation
Migrant deaths in border-zones have become a major social and political issue, especially in the context of the Euro-Mediterranean refugee/migrant crisis. While media, activists, and policy makers often mention precise figures regarding the number of deaths, little is known about the production of statistical data on this topic. This article explores the politics of counting migrant deaths in Europe. This statistical activity was initiated in the…
AIS Politics: The Contested Use of Vessel Tracking at the EU's Maritime Frontier
Automatic identification system (AIS) is a vessel tracking system, which since 2004 has become a global tool for the detection and analysis of seagoing traffic. In this article, we look at how this technology, initially designed as a collision avoidance system, has recently become involved in debates concerning migration across the Mediterranean Sea. In particular, after having briefly discussed its emergence and characteristics, we examine how t…
Contentious Crossings
We are drawn to borders, not because they are signs or elements of the impossible but because they are places of passage and transformation. Relationship depends on the mutual influence of identities, be they individual or collective, and requires each identity to be distinct and independent. Relationship does not mean confusion or dilution. I can change by exchanging with the Other and still not lose or distort myself. That is why we need border…
Shifting Bordering and Rescue Practices in the Central Mediterranean Sea, October 2013–October 2015
This counter‐mapping project illustrates the areas of intervention of different operations geared toward rescue and enforcement between 2013 and 2015, including the Italian Navy's “Mare Nostrum” search and rescue mission, the EU border agency Frontex's “Triton” enforcement operation, the humanitarian interventions of commercial vessels, and the action of civil‐society rescue vessels such as those operated by Médecins Sans Frontières (MSF—Doctors …
Liquid Traces: Investigating the Deaths of Migrants at the EU’s Maritime Frontier
New Keywords: Migration and Borders
“New Keywords: Migration and Borders” is a collaborative writing project aimed at developing a nexus of terms and concepts that fill-out the contemporary problematic of migration. It moves beyond traditional and critical migration studies by building on cultural studies and post-colonial analyses, and by drawing on a diverse set of longstanding author engagements with migrant movements. The paper is organized in four parts (i) Introduction, (ii) …
Perception management – Deterring potential migrants through information campaigns
How are images used in the aim of governing migration? This article probes this question through the example of the International Organization for Migration’s (IOM) information campaigns (ICs) in Cameroon, through which it seeks to ‘manage the perception’ of potential illegal(ized) migrants to the European Union (EU). Taking the self-reflexive perspective of a filmmaker who has documented migrants’ rights violations in several projects and is thu…
All they did was taking pictures: Photography and the violence of borders
A disobedient gaze: Strategic Interventions in the Knowledge(s) of Maritime Borders
This article reflects critically on how forms of militant research that produce knowledge about the border can produce effects in the politics of migration themselves. It does so by looking at Forensic Oceanography, a collaborative research project that we have been conducting since the summer of 2011. We first locate this research among a broader ‘ecology of knowledges’ that are generated at the border and that directly affect way the border reg…
Fractured chains of custody
Women Lenders as Sources of Land Credit in Nineteenth-Century Michigan
Individuals held almost all of the rural mortgages in nineteenth-century Kalamazoo County, Michigan. The women among their ranks were responsible for one of every six loans in the study's townships. Most women lenders, some of whom were socially prominent, lived within the County's limits; they varied considerably in age and marital status. Their role as sources of rural credit, however, is valuable evidence of women's early financial activity
