What makes co-production sustainable? A comparative case study of three self-managed homeless programs
This article compares three co-production programs for homeless people in the Netherlands and Norway. Based on the comparison, we present a framework with enabling conditions for sustained co-production relating to five themes: program structure, professional support, organizational backing, active external ties, and enduring mutual commitment. This article investigates the conditions enabling vulnerable citizens’ involvement in co‐production through an ethnographic study of a Dutch self‐managed homeless shelter. The shelter’s model delegates significant daily responsibilities and decision‐making authority to service users, challenging traditional provider‐led approaches.
