Symbolic Rewards as Migration Diplomacy
This article aims to understand why the Turkish state actors participated in the 2016 European Union (EU)-Turkey agreement in the name of managing the so-called migration crisis. At first glance, this move may seem contrary to its interests in a context where Turkey's accession to the EU was no longer a probable political project. In explaining Turkish state actors' enthusiasm for the 2016 agreement which led to the containment of migrants and re…
Rethinking the International Organization for Migration
As the introduction to the special issue ‘Rethinking the International Organization for Migration’, this article reviews the growing literature on this organisation and contextualises the contributions of the special issue. It identifies five key topics in the research on this organisation. (1) Its history and transformation into a leading agency in the current global migration governance. (2) The ideological dimension of this transformation, wit…
Migrant deaths in the name of law
While many studies have investigated the problem of migration deaths, to our knowledge attention has never focused on how political actors appeal to law to legitimize these deaths. In our empirical enquiry, we interrogated how the European Commission legitimizes its role in migrant deaths in the Mediterranean through appeals to law. One compelling function of law in this legitimization process is that it presents a narrative as logical and object…
Interventions on the concept of externalisation in migration and border studies
No place like home? The International Organization for Migration and the new political imaginary of deportation
Programmes to encourage the return of migrants living with irregular status are prominent in many OECD countries. Bearing titles like ‘assisted voluntary return and reintegration’ (AVRR), they are often rationalized as a more humane alternative to forced deportation. Critics question their voluntariness, suggesting they are actually an extension of the deportation apparatus. While broadly sympathetic to these criticisms, this paper offers a novel…
Liaisons, labelling and laws
This article examines the role of the International Organisation for Migration in relation to the emergence of Turkey’s first law on asylum. The enactment of this law needs to be understood in parallel to the formation of a bordercratic community of practice. Bordercrats operate within a specialist domain of knowledge centred on a migration management rationality which is produced and diffused across institutions and states. Officers from the IOM…
