What if? Revisiting the macroeconomic impact of the energy crisis with peak-load electricity
Electricity generation presents distinctive modeling challenges due to the absence of storage, instantaneous demand-supply balancing requirements, and heterogeneous generation technologies with different cost structures. This paper addresses these challenges by incorporating a base--peak load structure into large-scale computable general equilibrium (CGE) models, offering a middle ground between detailed energy system models and multisectoral glo…

Heterogeneous Trade Effects of Pre-Shipment Inspections
We analyze the trade impact of pre-shipment inspections (PSI)—a practice under which imports need to undergo a third-party review process before shipment, and whose utilization has been limited by the WTO Trade Facilitation Agreement. We show that PSI requirements had a negative impact on imports, and were most harmful for trade in differentiated manufacturing products (administrative trade cost channel). In contrast, PSI were facilitating trade …

TBTs, firm organization and labor structure
This article investigates the effect of shocks to the occupational structure of exporting firms induced by the introduction of technical barriers to trade (TBTs) in importing countries. We rely on specific trade concerns data to identify trade‐restrictive TBT measures, combined with matched employer‐employee data for French exporters over the period 1995–2010, and information on the product‐destinations served by each exporter. Controlling for ti…

The Economic Impact of Deepening Trade Agreements
This paper explores the economic impacts of preferential trade agreements, conditional on their level of ambition. It clusters 278 agreements, encompassing 910 provisions over 18 policy areas and estimates the trade elasticity for the different clusters. These elasticities are used in a series of general-equilibrium counterfactual situations for endowment economies, revealing that deepening existing agreements (the intensive margin of regional in…
The Economics of Border Carbon Adjustment: Rationale and Impacts of Compensating for Carbon at the Border
International trade contributes directly to global greenhouse gas emissions, as the carbon content of high-emission products is priced differently in different countries. This phenomenon is termed carbon leakage. Thus, not putting a price on carbon is theoretically equivalent to an export subsidy, although that would be difficult to challenge in the context of multilateral trade law. Leakage can be alleviated by pricing the carbon embedded in imp…

Agglomeration economies and firm-level labor misallocation
A large portion of the productivity differentials among locations is related to density. Firms located in denser areas are more productive (Combes et al., 2012a, Econometrica, 80: 2543–2594). We show in this article that resource misallocation is lower in denser areas and argue that misallocation plays an important role in explaining the observed productivity premium of large cities. Using a methodology proposed by Petrin and Sivadasan (2013, Rev…
