Interdisciplinary perspectives on the intersections of roads, sustainable development, and disaster resilience
Natural hazard-influenced disasters, sustainable development, and roads are closely intertwined. Governments and funding agencies worldwide are increasingly focused on delivering disaster-resilient road infrastructure. However, the multifaceted, ubiquitous, and contested nature of road networks means that making them resilient to disasters is a complex task. Efforts to build resilient roads generate trade-offs against other policy goals like clim…
Landslide disasters in Kalimpong, India
Landslide disasters in Kalimpong have complex temporalities that are not accommodated in India's disaster management policy framework.. • Disaster management in India should be decentralised to address disconnects between policy and practice. • More research is needed on the temporalities of disasters in India and the Himalayas more widely. • Assemblage theory can underpin critical geographical research into disaster temporalities. • Calls for mo…
Geopolitical assemblages and disasters-in-the-making in Kalimpong, India
This article argues that landslides ought to be understood as geopolitical processes. The argument is based on a study into the causes and impacts of landslides in Kalimpong District, West Bengal, India. The article is based on six months of qualitative, ethnographic fieldwork carried out between 2019 and early 2020. Several semi-structured interviews with both landslide victims and some other key informants provide most of the data for the artic…
Investigating the conditions of vulnerability experienced by migrant workers during the Covid-19 pandemic in Kerala, India
This paper analyses findings of the 'PROWELLMIGRANTS'2 project, which qualitatively investigated COVID-19 impacts on migrants' well-being and mental health in Kerala, India. It draws on a novel conceptual framework that combines assemblage-thinking with theories of social contracts in disasters. The paper first explores how past development processes and contemporary migration policies in Kerala, and India more widely, generated conditions of vul…
The making of India's Covid-19 disaster
This article analyses the suite of policies and measures enacted by the Indian Union Government in response to the COVID-19 pandemic through apparatuses of disaster management. We focus on the period from the onset of the pandemic in early 2020, until mid-2021. This holistic review adopts a Disaster Risk Management (DRM) Assemblage conceptual approach to make sense of how the COVID-19 disaster was made possible and importantly how it was responde…
Local perspectives on landslide prevention and management in Kalimpong district, West Bengal, India
Purpose This paper is joint reflection on the role of research assistants (RAs) in fieldwork for disaster risk research, particularly at the doctoral level. The paper has been co-authored by Gurung, who worked as a RA with the other author McGowran during his doctoral field research in Kalimpong from May 2019 to January 2020. The piece allows Gurung to voice his ideas on the research in a published research output and allows both authors to refle…
Assemblage theory and disaster risk management
This article builds on previous work that has sought to link assemblage theory with the study of disaster risk. Specifically, we propose that the existing idea of a ‘disaster risk management assemblage’ can be used in two ways. The first is an overall approach to analysing disaster risk. The second is to conceptualise disaster risk management assemblages as objects of study. These are the assemblages, or apparatuses, that seek to manage – but als…
