Musings on the Social Discount Rate
This paper is mainly concerned with weighted-average measures of the social discount rate, where the components of the average are the marginal productivity of investment (measured by its gross-of-tax rate of return), and the marginal rate of time preference (measured by the net-of-tax yield of capital). We believe that these components should best be measured using data (the national accounts) that span the whole economy and reflect the product …
Measuring The Social Opportunity Cost of Labor In Mexico
This paper reviews the theory underlying the concept of the social opportunity cost of labor (SOCL), as that concept is used in benefit-cost analysis and in applied welfare economics generally. It then presents in detail the procedures to be followed in estimating the SOCL in real-world cases. Important steps in data processing include calculating gross and net wages from data on “reported” wages. Further economic analysis involves taking account…

Economic Project Evaluation, Part 1: Some Lessons for the 1990s
As countries reduce the size and extent of policy-induced distortions in their economies, the proper accounting for such distortions becomes just one among many aspects of economic project evaluation rather than its main purpose. Matters neglected in the past thus assume greater importance, such as the proper treatment of expected future changes in relative prices, and improving our calculation of expected benefits and costs through assigning pro…

On the Use of Distributional Weights in Social Cost-Benefit Analysis
In the cost-benefit analysis of commodity taxes or subsidies, distributional weights complicate the standard textbook "triangle analysis." Net benefits are maximized with optimal subsidies in some circumstances, optimal taxes in others. Demand and supply elasticities play important roles in determining these weighted-welfare effects of commodity taxation. I then explore how to use distributional weights (a) to analyze investment projects and (b) …
