Vog: Using Volcanic Eruptions to Estimate the Impact of Air Pollution on Student Test Scores
We pair variation stemming from volcanic eruptions with the census of Hawaii's public schools' student test scores to estimate the impact of and on student performance. Increased particulate pollution decreases test scores. These results are concentrated among schools with the highest long‐term average levels of pollution. The effects of are larger for the poorest pupils by a factor of at least three. We demonstrate that poor air quality dispropo…
Replacing Medicaid with an Imperfect Substitute: Implications for Health Inequality
A 2015 policy change substantially increased the administrative burden involved in accessing health insurance for Pacific Islander immigrants in Hawaii. We examine the heterogeneous health-care use effects of this policy, which revoked Medicaid eligibility for these migrants and replaced it with access to subsidized private health insurance. Using data on the universe of hospitalizations and emergency room visits in Hawaii, we classify individual…
Expanding health insurance for the elderly of the Philippines
This paper evaluates a Filipino policy that expanded health insurance coverage of its senior citizens, aged 60 and older, in 2014. We employ an instrumental variables estimator in which the first stage is a difference‐in‐differences specification that exploits the age discontinuity at age 60, along with data from before and after the policy. First stage results show the expansion increased insurance coverage by approximately 16 percentage points.…
Compact for care: How the Affordable Care Act marketplaces fell short for a vulnerable population in Hawaii
The Patient Protection and Affordable Care Act (ACA) was passed in 2010 to expand access to health insurance in the USA and promote innovation in health care delivery. While the law significantly reduced the proportion of uninsured, the market-based protection it provides for poor and vulnerable US residents is an imperfect substitute for government programs such as Medicaid. In 2015, residents of Hawaii from three Compact of Free Association nat…
Labour market adjustment to third‐party competition: Evidence from Mexico
China's exports reduce wages in importing countries, but few studies have looked at competition in third‐party markets. We examine labour market outcomes in Mexico's apparel and textile sectors associated with US apparel and textile imports from China. Using data on US imports in conjunction with quarterly Mexican labour force surveys, we show that US imports from China are associated with a reduction of employment in Mexico's apparel and textile…
The Mortality Effects of Reduced Medicaid Coverage Among International Migrants in Hawaii: 2012–2018
Objectives. To study the impact on mortality in Hawaii from the revoked state Medicaid program coverage in March 2015 for most Compact of Free Association (COFA) migrants who were nonblind, nondisabled, and nonpregnant. Methods. We computed quarterly crude mortality rates for COFA migrants, Whites, and Japanese Americans from March 2012 to November 2018. We employed a difference-in-difference research design to estimate the impact of the Medicaid…
Health and health inequality during the great recession: Evidence from the PSID
Vog: Using Volcanic Eruptions to Estimate the Health Costs of Particulates
The negative consequences of long-term exposure to particulate pollution are well established but a number of studies find no effect of short-term exposure on health outcomes. The high correlation of industrial pollutants complicates the estimation of the impact of individual pollutants on health. In this study, we use emissions from Kīlauea volcano, which are uncorrelated with other pollution sources, to estimate the impact of pollutants on loca…
The impact of internal displacement on child mortality in post-earthquake Haiti: A difference-in-differences analysis
IDP populations are heterogeneous and households that are displaced outside of camps may be self-selected or self-insured. Meanwhile, even households not displaced by a disaster may face challenges in access to basic necessities and health services. Efforts are needed to identify vulnerable populations to provide targeted assistance in post-disaster relief
Unemployment and mortality: Evidence from the PSID
Weight gain in adolescents and their peers
Selective migration and health in the USA, 1984-93
Using data from the Panel Study of Income Dynamics, we investigated the impact of health on domestic migration within the USA. We find that, for men below 60 years of age, a move from the middle to the bottom of the health distribution reduces mobility by 32-40 per cent. Non-random attrition from the panel implies that these are lower bounds. By contrast, we find evidence that, among older men, there is higher mobility at the top and bottom of th…

Migration, Risk, and Liquidity Constraints in El Salvador
This article utilizes panel data from El Salvador to investigate the use of transnational migration as an ex post risk management strategy. I show that adverse agricultural conditions in El Salvador increase both migration to the United States and remittances sent back to El Salvador. I show that, in the absence of any agricultural shocks, the probability that a household sent members to the United States would have decreased on average by 24.26%…
