Trade Unionism and Racism
Trade unions in industrialized countries have exhibited ambivalent attitudes toward migrant workers, have adopted both racist and antiracist stances, and have shown a variety of responses with regard to the key dilemmas they have faced. One is the “equal versus special treatment” dilemma—should unions implement special policies and services for migrants and minorities, and allow a degree of self‐organization for migrant bodies within unions? Or w…
Data on discrimination in EU countries: Statistics, Research and the Drive for Comparability
This paper focuses on data collection and research methods on ethnic/racial discrimination, and more particularly on the question of 'ethnic statistics'. Taking the case of the European Union's Agency for Fundamental Rights (FRA), an international body whose tasks include providing European overviews of data on discrimination, the paper addresses the problem of the comparability of discrimination data. Drawing upon the experience of the FRA, the …
Diversity management can be bad for you
Is diversity management the new tool to combat discrimination in employment, and how is it seen by both employers and union activists? A trend that began in North America, it is now being increasingly incorporated in European businesses. How it relates to equal opportunities, positive action and the priority given to combating racial discrimination in the workplace is closely analysed here. Attractive to employers, it can be a means of evading ha…
Migrants, Ethnic Minorities and the Labour Market: Integration and Exclusion in Europe

New vocationalism, old racism and the careers service
This article examines the implications of the ‘new vocationalism’ in education for local authority careers services and their work with ethnic minority clients. The growth in importance of the Careers Service in the youth labour market over the 1980s has enhanced its centrality to equal opportunity issues. From an initial ‘colour blindness’ the service has moved to more of a ‘multicultural’ awareness. However, research has shown that there remain…

Piecework and Industrial Accidents: Two Contemporary Case Studies
Traditional trade union opposition to piecework has been based on the claim that piecework stimulates unsafe working practices and contributes to industrial accidents. Despite this widespread common sense assumption it has been difficult to demonstrate a link between piecework and accidents by statistical analysis. This paper reviews some of the evidence on the subject and describes a new source of insight into the problem through an examination …
Accident-Prone Immigrants: An Assumption Challenged
The assumption that immigrant workers incur a disproportionately large number of industrial accidents does not seem to have been based on specific research evidence. Accordingly, a study was carried out of the accident and personnel records of five firms in the West Midlands over a one year period. Overall figures initially appeared to confirm that male immigrant workers had higher accident rates than other workers. However, total factory rates a…
