Technological advance, social fragmentation and welfare
This paper models the welfare consequences of social fragmentation arising from technological advance. We start from the premise that technological progress falls primarily on market-traded commodities rather than prosocial relationships, since the latter intrinsically require the expenditure of time and thus are less amenable to productivity increases. Since prosocial relationships require individuals to identify with others in their social grou…
An Analysis of Moral Motives in Economic and Social Decisions
Care and anger motives in social dilemmas
This paper provides evidence for the following novel insights: (1) People’s economic decisions depend on their psychological motives, which are shaped predictably by the social context. (2) In particular, the social context influences people’s other-regarding preferences, their beliefs and their perceptions. (3) The influence of the social context on psychological motives can be measured experimentally by priming two antagonistic motives—care and…

Recoupling Economic and Social Prosperity
This paper explores a new theoretical and empirical approach to the assessment of human well-being, relevant to current challenges of social fragmentation in the presence of globalization and technological advance. We present two indexes of well-being—solidarity (S) and agency (A)—to be considered alongside the standard indexes of material gain (G) and environmental sustainability (E). The four indexes—SAGE—form a balanced dashboard for evaluatin…
Toward Global Paradigm Change: Beyond the Crisis of the Liberal World Order
This paper may be summarized by the following points. First, the crisis of the liberal world order arises from a misalignment of our social, economic and political domains of activity, along with a resulting destabilization of our physical environment. The integration of the global economy has generated problems that extend beyond our current bounds of social and political cooperation. Second, extending our social cooperation – on which basis our…
Globalization and the Welfare State: A Review of Hans-Werner Sinn's Can Germany Be Saved?
What are the challenges that globalization makes on welfare states and how should welfare states respond? How should welfare states be designed to enable countries to reap the benefits of globalization? These are the main themes of Hans-Werner Sinn's book, Can Germany Be Saved? We view Germany as a case study of how a welfare state can go wrong in reacting to the pressures of globalization. We present two views of globalization—the “specializatio…
The Effects of Globalization on National Labor Markets: Diagnosis and Therapy.
Insiders versus Outsiders
he insider-outsider theory examines the behavior of economic agents in markets where some participants have more privileged positions than others. Incumbent workers in the labor market, the "insiders," often enjoy more favorable employment opportunities than the "outsiders." The reason for this disparity is that firms incur labor turnover costs when they replace insiders by outsiders. In practice, the distinction between insiders and outsiders is…
Expanding the welfare system: A proposal for reform
This proposal involves the establishment of ‘welfare accounts’ for every person in a country. There are four accounts: a retirement account (covering pensions), an unemployment account (covering unemployment support), a human capital account (covering education and training), and a health account (covering insurance against sickness and disability). Unlike current welfare state systems – where welfare services are financed predominantly out of ge…

Acquiring Skills: Market Failures, their Symptoms and Policy Responses
Technological change, unemployment and industrial restructuring have highlighted training and the acquisition of skills as a policy issue. There is widespread concern that employees are insufficiently skilled, and it is recognised that this deficiency can have serious economic consequences. The situation is likely to become particularly urgent, as the dramatic increase in the share of temporary and part-time employment in the OECD leads to a decl…
