This article uses focus group data to explore the connection between scientific uncertainty about environmental risks and the emergence of distrust among local populations, regulators, and technical experts affected by those risks. With data from a nationwide study of issues associated with the cleanup of U.S. nuclear weapons facilities, the article uses “dialogue theory” and focus group data from three locations to identify the sources of miscom…

Explaining the Attitude of Community Influentials Toward Government Consolidation
Prospects for Consolidating Local Government
This study tests five hypotheses that explain the outcomes of referenda on urban governmental consolidation to variations in community elite attitudes and behavior during the campaigns. Data were gathered from elite interviews in Jacksonville, Florida where such a referendum succeeded and in Tampa, Florida where it failed. Findings suggest that successful campaigns are associated with (1) high elite involvement and commitment to consolidation eff…
