Hospital resilience
This paper evaluates the recovery of elective admissions in Italian hospitals following the disruptions caused by the COVID-19 pandemic, with a particular focus on the dynamics between the public and private healthcare sectors. Employing a recovery metric that compares elective admission volumes in 2021 and 2022 to pre-pandemic levels, we observe significant regional variability in recovery rates, as well as disparities between public and private…
Cash transfers and health outcomes
BACKGROUND: Cash transfer programs are widely used to support household income and improve socioeconomic well-being. We examine the health impact of a nationwide transfer introduced in Italy in 2015, targeted at middle-income groups and providing up to €960 annually per beneficiary. OBJECTIVE: To assess the effect of the program on municipal all-cause mortality. METHODS: Leveraging panel data for all municipalities from 2010 to 2019, we exploit v…
Better politicians, fewer deaths? Local resilience in overcoming the pandemic crisis in Italy
The quality of institutions is widely recognized as a key determinant of public sector performance across various levels of governance. This paper investigates how institutional quality shaped the resilience of Italian Labour Market Areas during the COVID-19 pandemic. To this end, we introduce a localized, non-parametric Interrupted Time Series (ITS) approach, using long-run mortality data (2004-2023), to construct a data-driven, local-level resi…
Inequality of Opportunity and Variance Decomposition
This paper introduces a new variance-based measure of inequality of opportunity (EOp) grounded in a decomposition of the Coefficient of Variation (CV). Our approach disentangles overall inequality into a between-group component driven by circumstances beyond individual control (e.g., gender, family background, or region of birth) and a within-group component which captures effort and idiosyncratic heterogeneity. Within this framework, we characte…
Nudging women towards pursuing their university careers
This study explores the impact of light‐touch interventions on the academic outcomes of female scholarship recipients. In a randomized trial involving nearly 2000 students at the University of Bologna, we delivered a targeted message highlighting how higher education can reduce the gender gap in the labour market, and boost employment prospects. The nudge increased the likelihood of meeting scholarship requirements by nearly 5 percentage points, …

It never rains but it pours
This study examines the impact of austerity measures on mortality rates across Italian regions from 2003 to 2018. Since 2007, regions experiencing substantial healthcare financial deficits have been required to implement recovery plans (RPs). We use a recent difference-in-differences staggered matching estimator to assess the effects of this austerity policy on municipal-level monthly mortality rates. This allows us to evaluate the policy's spati…
Endogenous property rights and the nature of the firm
While focusing on residual control rights, the property rights theory of the firm overlooks that the legal protection of each party's input shapes its ex post bargaining power. To evaluate this issue, we assume that the property rights on the inputs are selected by a legislator to maximize full investment and, conditional on this goal being reached, minimize inefficient deviations to intermediate investment profiles. Our model delivers three key …

Is innovation in ICT valuable for the efficiency of Italian museums
This paper investigates the influence of information and communication technologies (ICT) on the efficiency in attracting visitors of Italian museums. Notwithstanding the extensive literature on museum performance measurement, the analysis of the role of technological innovation is relatively neglected. As a first attempt to fill this lacuna, this study presents a two-stage analysis of a novel sample of Italian state-owned museums built by mergin…
Inequality assessment in a dynamic framework with heterogenous agents
We propose a method to carry out an inequality assessment in a dynamic and cross-sectional framework, by applying the dynamic version of a suitable inequality index, such as the Gini coefficient, as a function of time. We use our methodology to a setup where the optimal value functions is the individuals’ income flows while the initial conditions characterize their level of wealth. When the Hamilton–Jacobi–Bellman system of equations can be solve…

Readmission and Hospital Quality under Different Payment Regimes
Recent health-care policies in OECD countries seem to consider hospital readmissions quality-dependent. In this paper, we study the incentives for hospitals to provide quality and cost-reducing effort under different payment regimes - either a retrospective or a prospective payment system - explicitly considering the role played by financial incentives linked to readmissions. In line with the general wisdom, we find that prospective payment syste…

Financial Incentives and Inappropriateness in Health Care
The purpose of this paper is to examine the effect of financial incentives on the level of inappropriateness in health care. The case of the Italian NHS seems to be especially interesting when considering the effects of financial incentives on providers' behaviors, as decentralization processes have progressively increased the variability among Regional Health Authorities in both the financing and the delivery of health care. In particular, we in…
