Analysis of the Degree of Implementation of the Healthqual Program
Evaluating LiDAR technology for 3D data acquisition in forensic anthropology
In forensic anthropology, the acquisition of rapid and precise contextual data from field sites is a critical, yet too often underemphasized, task in France. Forensic anthropologists, who are rarely called to the scene of skeletal discoveries, often lack the detailed contextual information necessary for conducting thorough analyses in the laboratory. This study aims to demonstrate the potential of LiDAR technology for time-saving scene documentat…
Quality Improvement Support Agencies as a systemic quality strategy
In a high‐quality health and social services system, policymakers encourage action at all levels of change to ensure the consistency of quality strategies. This is especially important at the systemic level, in which the other three levels of change are nested. This study aims to present an analysis of Quality Improvement Support Agencies as a systemic strategy, which has been successfully implemented in several jurisdictions. A comparative study…
Nutritionists as policy advocates
Objective: A core function of the public health nutrition workforce is advocacy. Little is known of the nutritionists’ role in policymaking from a policy process theory perspective. The current study analyses the nutritionists’ role in advocating for a six-year governmental plan on obesity prevention in Quebec, Canada. Design: We conducted qualitative research using Quebec’s obesity policy as a case study to understand the role of nutritionists i…

Building capacity in mental health care in low- and middle-income countries by training primary care physicians using the mhGAP
To address the rise in mental health conditions in Tunisia, a training based on the Mental Health Gap Action Programme (mhGAP) Intervention Guide (IG) was offered to primary care physicians (PCPs) working in the Greater Tunis area. Non-specialists (such as PCPs)’ training is an internationally supported way to target untreated mental health symptoms. We aimed to evaluate the programme’s impact on PCPs’ mental health knowledge, attitudes, self-eff…
Tailoring a training based on the Mental Health Gap Action Programme (mhGAP) Intervention Guide (IG) to Tunisia
Targeting these barriers in addition to implementing a training programme may help reduce the mental health treatment gap, and promote implementation that is successful and sustainable
We find what we look for, and we look for what we know”
Findings highlight the complexity of implementing a mhGAP-based training given its interaction with contextual factors to influence the attainment of expected outcomes. Results may be used to tailor structural, organizational, provider, patient, and innovation factors prior to future implementations of the mhGAP-based training in Tunisia. Findings may also be used by decision-makers interested in implementing the mhGAP-IG training in other LMICs
Using Knowledge and Evidence in Health Care
This article deals with the Health Promotion Laboratory, a professional development program designed for local public health teams. Building on Nonaka’s model, the study examines organisational knowledge creation in three sites and analyzes the factors involved. The results show significant externalization and noticeable combination in the three sites. The availability of diffusion tools, the transmission of knowledge inherent to the laboratory a…
Évaluer une intervention complexe
Theoretically, evaluation should help decision-makers address contemporary health system challenges. Paradoxically, the use of evaluation results by decision-makers remains poor, despite rapid development in the evaluation field. The level of use depends on the evaluator’s ability to account for the complexity of health-care systems. The complex nature of an intervention often compels evaluators to adopt unconventional approaches to account for t…

Evaluating Service Organization Models
Based on the example of the evaluation of service organization models, this article shows how a configurational approach overcomes the limits of traditional methods which for the most part have studied the individual components of various models considered independently of one another. These traditional methods have led to results (observed effects) that are difficult to interpret. The configurational approach, in contrast, is based on the hypoth…
An Assessment of the Theoretical Underpinnings of Practical Participatory Evaluation
This article is concerned with the underpinnings of practical participatory evaluation (PPE). Evaluation approaches have long been criticized because their results are often not used. It is believed that PPE addresses this drawback. The article focuses on the mechanisms underlying the links between activities and consequences in PPE. A PPE theory is proposed, based on learning theories and knowledge transfer theories, which comprises four key con…
Evaluation practitioners encounter various questions while conducting evaluation projects. First, how can the evaluator define the intervention which is to be evaluated? Second, how should the evaluator consider the change? Third, how can use of the evaluation be encouraged? All three preoccupations have found answers in the theoretical developments of program evaluation, whether through implementation evaluation, intervention analysis or partici…
Using Knowledge and Evidence in Health Care
A Sociological Perspective on the Transfer and Utilization of Social Scientific Knowledge for Policy-Making
Economic role of solidarity and social capital in accessing modern health care services in the Ivory Coast
Considering the multiple problems that destitute African households face, two forms of solidarity seem to converge. The first, an exogenous form of solidarity or the exogenous system emerges from governmental and development institutions. The second, an endogenous one, comes from local populations. While the first is well known through official publications and reports, the second remains unknown. This study attempts to determine the frequency of…

Mandatory driver training and road safety
In January 1983, the Quebec Government made driver training courses mandatory for any person seeking a first driver's license. Using accident and licensure data over a five-year period, we conducted an evaluation of the impact of the enactment of mandatory driver training on: the risk of accident for newly licensed drivers; the mortality and morbidity of these accidents; the number of new drivers; and the mean age of licensure. Results of our tim…

L'analyse de l'implantation
This article presents some theoretical and methodological tools used in conducting an analysis of intervention implementation. Following a definition of this analysis, five analytical models of organizational change are given as examples of theoretical pathways for a contextual study of intervention implementation. Some methodological pathways are also introduced. More specifically, the examples used in the article present appropriate research st…

Structural and Political Models of Analysis of the Introduction of an Innovation in Organizations
This article presents the results of a study on the introduction of sessional fees remuneration for physicians working in Quebec long-term care hospitals. More generally, this research was concerned with the determinants of the capacity of an organization to implement an innovation. Both a political and a structural model of analysis were empirically probed. We found strong support for the political model and moderate support for the structural m…

Organizational and environmental determinants of the performance of public health units
Foreign aid is the favourite source of funding for health care in Chad, representing more than eighty percent of the annual health care expenditures. The purpose of this study is to provide through an analytical approach that is both strategic and interventionist, information for the users of foreign health aid in Chad. The study shows that priorities of this aid, conceived as aid for direct intervention, have a specific purpose: the promotion of…

Compliance of Frail Elderly With Health Services Prescribed at Discharge From an Acute-Care Geriatric Ward
OBJECTIVES: A model of compliance by frail elderly with prescribed healthcare services was developed and tested. The discrepancy between primary care, geriatric and community health center (CLSC) services prescribed at discharge after comprehensive geriatric evaluation and treatment was measured, as were those services actually used during a 6-week interval (compliance). In this model, compliance was directly related to elders' intention to adher…
