‘It came up to here’
The growing body of literature that seeks to understand the social impacts of flooding has failed to recognise the value of children's knowledge.Working with a group of floodaffected children in Hull using a storyboard methodology this paper argues that the children have specific flood experiences that need to be understood in their own right. In this paper we consider the ways in which the disruption caused by the flood revealed and produced new …
Planning for an uncertain future
In England spatial planning decisions with regard to development in coastal areas at risk of flooding or erosion are largely devolved to negotiations at what is said to be the local scale. Such development is discouraged but may be allowed so long as it is possible to demonstrate wider sustainability benefits said to outweigh the risk. It is at this point a range of stakeholders, representing different organisations and concerns must come togethe…
Is flood defense changing in nature? Shifts in the flood defense strategy in six European countries

Modelling the potential damage-reducing benefits of flood warnings using European cases
Flood warning systems are now centre-stage in flood risk management strategies in Europe. This is due to advances in flood forecasting and the rapid communication of flood risk information, coupled with a growing understanding that communities need to find better ways of co-existing with rivers and the realization that structural flood defences are insufficient on their own to prevent flooding. However, not enough is known about the potential and…

I wish I’d never heard of Banbury”
Aspiration and reality
Research shows that flood damage potential has increased significantly in the last 15 years. At the same time, flood policy has shifted away from simplistic flood defence towards ‘living with floods’ and ‘making space for water’. This paper explores the mis‐match between the aspiration in policy ideals, the reality of rising potential economic damages and the inability of the flood risk appraisal process to match the aspiration with the reality. …
Resource Accessibility and Vulnerability in Andhra Pradesh
Coastal Andhra Pradesh in southern India is prone to tropical cyclones. Access to key resources can reduce the vulnerability of the local population to both large-scale disasters, such as cyclones, and to the sort of small-scale crises that affect their everyday lives. This article uses primary fieldwork to present a resource accessibility vulnerability index for over 300 respondents. The index indicates that caste is the key factor in determinin…
Vulnerability to flooding
This paper presents research results on the impacts that floods can have on the people affected, thus complementing the existing data on the monetary losses liable to occur in flood events. Both datasets should be used when deciding on investment in flood defence measures. We report on research on the vulnerability of flood-affected communities to adverse health effects, and the development of an index of community vulnerability based on extensiv…
