Limits of the New Green Revolution for Africa
In order to address food insecurity, the New Green Revolution for Africa (GR4A) promotes tighter integration of African smallholder farmers, especially women, into formal markets via value chains to improve farmers' input access and to encourage the sale of crop surpluses. This commentary offers a theoretical and practical critique of the GR4A model, drawing on early findings from a five-year study of value chain initiatives in Burkina Faso, Côte…

The Moral Economy of the State
The Political Consequences of Local Electoral Systems
Political transitions contain volatile moments when long established political landscapes change markedly. Old political sensibilities are challenged. New political forces are constituted. Popular social groups claim new rights. Even where transitions are peacefully negotiated, new institutional arrangements are fragile, and the opportunities for securing democracy are uncertain. The destabilizing effects of transitional moments thus pose challen…

The Moral Economy of the State
The Moral Economy of the State examines state formation in Zimbabwe from the colonial period through the first decade of independence. Drawing on the works of Gramsci, E. P. Thompson, and James Scott, William Munro develops a theory of that explores negotiations between rural citizens and state agents over legitimate state incursions in social life. This analysis demonstrates how states try to shape the meanings of citizenship for agrarian popula…
A Most Promising Weed
A Most Promising Weed examines the work experience, living conditions, and social relations of thousands of African men, women, and children on European-owned tobacco farms in colonial Zimbabwe from 1890 to 1945. Steven C. Rubert provides evidence that Africans were not passive in their responses to the penetration of European capitalism into Zimbabwe but, on the contrary, helped to shape both the work and living conditions they encountered as th…
Power, Peasants and Political Development
Recent writing on political development in Africa has shown a marked tendency to de-privilege the state. We might discern three broad, related, reasons for this trend. The first is the deepening political crisis involving what Crawford Young has described as 'shrinkage in the competence, credibility and probity of the state.' The second is the growing dissatisfaction among scholars with the narrow analytical focus of state-centered scholarship on…
Revisiting tradition, reconstructing identity? Afrikaner nationalism and political transition in South Africa
Recent theories of democratic consolidation stress the importance of elite accommodation between contending groups; thus they emphasise group cohesion and solidarity. However, the process of transition itself involves political schisms within authoritarian groups which complicate group identification for institutionalising groupbased politics. This is shown in the case of Afrikaner nationalism. Intensifying tensions in the 1980s between a race‐ba…
Building the Post-Colonial State
