Development Strategy and International Capital Flows
Although the “Lucas Paradox” has sparked extensive literature on the determinants of international capital flows between developed countries and developing countries, few papers have captured substantial private capital inflows to emerging economies with good economic performance. In this paper, we develop a model where countries differ in their factor endowments and governments' development strategies. If the government in a labour‐abundant coun…

Stage Segmentation of Rural Transformation and Comparisons Among Bangladesh, China, Indonesia, and Pakistan
This paper contributes a new paradigm for international agricultural development research. It uses machine learning techniques to aid expert diagnosis of development problems in conjunction with New Structural Economics (NSE) to analyse and design policies to enable effective rural transformation. It conducts a multi‐country, multi‐regional, multi‐level and multi‐dimensional analysis in Bangladesh, China, Indonesia, and Pakistan to identify stage…
The failure of Algeria’s industrialization strategy, 1967–1989
Following the theoretical framework of New Structural Economics, this article attempts to explain why Algeria’s industrialization strategy failed over the period 1967–1989. Based on this approach, this paper shows that the overdevelopment of a big push industrialization strategy in Algeria since independence, which prioritized capital-intensive heavy industry, violates the comparative advantage principle identified by its factor endowments and gi…

Structural change and trade openness in sub‐Saharan African countries
In this paper, we study the role of trade openness in the economic reallocation from the agriculture to the manufacturing sector in 34 sub‐Saharan African countries between 1970 and 2016. The results show that the long‐term evolution of trade openness negatively impacts the long‐run and the short‐run dynamics of structural change. Moreover, this impact goes through aggregate exports not aggregate imports. By breaking down global exports, we find …
Catch‐up industrial policy and economic transition in China
This paper studies how catch‐up industrial policies in China affect economic development in a two‐sector neoclassical growth model. To fulfil their aspirations of catching up with the output of the capital‐intensive sector of developed countries, Chinese political leaders adopted industrial policies that subsidise this target sector at the expense of other sectors from 1952 until the economic reform in 1978. The static effect of this industrial p…

The rise of China and its implications for economics and other developing countries
China’s economic development has been miraculous since its transition from a planned to a market economy in 1979. This article provides answers to six related questions: Why was it possible for China to achieve such extraordinary performance during its transition? Why was China unable to attain similar success before its transition started? Why did most other transition economies fail to achieve a similar performance? What costs does China pay fo…

Travel Time and Attrition From VHA Care Among Women Veterans
BACKGROUND: Travel time, an access barrier, may contribute to attrition of women veterans from Veterans Health Administration (VHA) care. OBJECTIVE: We examined whether travel time influences attrition: (a) among women veterans overall, (b) among new versus established patients, and (c) among rural versus urban patients. RESEARCH DESIGN: This retrospective cohort study used logistic regression to estimate the association between drive time and at…

Industrial policy revisited
Whether or not governments should play a facilitating role in economic development has long been a topic for economic discourse and research. As an important instrument to promote economic development, throughout history even to the present, industrial policy is often and actively used by governments. Much controversy surrounds whether and how governments should implement industrial policy. In this article, failures and successes of implementing s…
China's economic development and cultural renaissance in the multipolar growth world of the twenty-first century
Based on Malinowski's definition of culture as an integral whole of artifacts, organizations, and values, this paper analyzes the possibility of China's rapid economic development leading to a revival of Chinese culture with ren (benevolence) as its core value. Emerging economies such as India, Brazil, Russia, South Africa, and Indonesia have their own unique cultural heritages. In the twenty-first century multipolar growth world, they are also l…

Prevalence, Risk, and Correlates of Posttraumatic Stress Disorder Across Ethnic and Racial Minority Groups in the United States
OBJECTIVES: We assess whether posttraumatic stress disorder (PTSD) varies in prevalence, diagnostic criteria endorsement, and type and frequency of potentially traumatic events (PTEs) among a nationally representative US sample of 5071 non-Latino whites, 3264 Latinos, 2178 Asians, 4249 African Americans, and 1476 Afro-Caribbeans. METHODS: PTSD and other psychiatric disorders were evaluated using the World Mental Health-Composite International Dia…
New Structural Economics
The new structural economics argues that the best way to upgrade a country's endowment structure is to develop its industries at any specific time according to the comparative advantages determined by its given endowment structure at that time. The economy will be most competitive, the economic surplus will be the largest, and the capital accumulation and the upgrading of factor endowment structure will be the fastest possible. The 'New Structura…
Solving the Mystery of African Governance
The dominant view of good governance as a pre-condition for economic success is theoretically compelling but empirically difficult to establish. Historical analyses tend to indicate a very strong correlation between institutional development and economic growth. Today’s high-income and good-governance countries generally had bad-governance environments at low levels of income. Moreover, some of today’s most successful economies still exhibit sub-…
New Structural Economics
As strategies for achieving sustainable growth in developing countries are re-examined in light of the financial crisis, it is critical to take into account structural change and its corollary, industrial upgrading. Economic literature has devoted a great deal of attention to the analysis of technological innovation, but not enough to these equally important issues. The new structural economics outlined in this paper suggests a framework to compl…
China and the global economy 1
As a result of the extraordinary performance in the past 20 years, China's status in the global economy has dramatically changed. In this article, I reflect on China's unprecedented growth, examine the reasons for that growth, and discuss promising prospects for the Chinese economy to maintain an 8% annual growth rate in the coming two decades. Although to maintain that growth rate, China will definitely encounter many challenges – both internall…
Use and quality of mental health services for Haitian youth
Haitian youth use outpatient mental health services in similar proportion to African-American youth and at lower rates than White youth. Guideline-adherent treatment for ADHD and depression is limited by low retention in care for Black youth. Low insurance coverage is likely an important contributor to reduced use of services, especially for Haitians. These findings are discussed in the context of providing culturally sensitive mental health care…
US–China external imbalance and the global financial crisis 1
This paper advances an alternative explanation of the large external imbalance between the United States and China, and its linkages to the current global financial crisis. We show that US current account deficits dated back long before the emergence of China's recent large trade surpluses, with China accounting at its peak for at most one-third of this deficit. The relative rise in China's savings in recent years can be attributed to an increase…
Family Cohesion and Its Relationship to Psychological Distress Among Latino Groups
This article presents analyses of a representative sample of U.S. Latinos ( N = 2,540) to investigate whether family cohesion moderates the effects of cultural conflict on psychological distress. The results for the aggregated Latino group suggest a significant association between family cohesion and lower psychological distress, and the combination of strong family cohesion with presence of family cultural conflict is associated with higher psyc…
Collectivization and China's Agricultural Crisis in 1959-1961
The agricultural crisis in China in 1959-61, after the initial success of the collectivization movement, resulted in 30 million extra deaths. In this paper, a game theory hypothesis proposes the main cause of this catastrophe. I argue that, because of the difficulty in supervising agricultural work, the success of an agricultural collective depends on a self-enforcing contract, however, can be sustained only in a repeated game. In the fall of 195…

Food Availability, Entitlements and the Chinese Famine of 1959–61
Food availability decline and Sen's entitlement are two leading approaches in understanding causes of famine. Previous research based on case studies has given independent support to each approach. This paper analyses the Chinese famine of 1959–61 by considering jointly the urban bias and the decline in food availability as causes. We find that both factors contributed significantly to the increase in death rates during this famine. To our knowle…

Pathways and Correlates Connecting Latinos' Mental Health With Exposure to the United States
Objectives. We examined potential pathways by which time in the United States may relate to differences in the predicted probability of past-year psychiatric disorder among Latino immigrants as compared with US-born Latinos. Methods. We estimated predicted probabilities of psychiatric disorder for US-born and immigrant groups with varying time in the United States, adjusting for different combinations of covariates. We examined 6 pathways by whic…
The Causes of China's Great Leap Famine, 1959-1961
Aroused by the unexpected magnitude of excess deaths estimated by Western demographers, recently there has been a revival of interest in the causes of the Great Chinese famine of 1958-61. Depending on the underlying assumptions and methodologies employed, the excess deaths of this famine are estimated to range from a minimum of 16.5 million to as many as 30 million. With a population of roughly 660 million in 1958, the year marking the origin of …

The Needham puzzle, the Weber question, and China's miracle
This paper attempts a brief overview of China's economic performance since the Sung dynasty. It discusses Chinese long economic stagnation since the Sung dynasty and explores the reasons why it was quickly lagging behind western countries from the 1800s. It explains why the industrialization and modernization led by Chinese government from 1949 to 1978 failed in narrowing the gap between China and the developed countries. It examines Chinese rapi…

Prohibition of factor market exchanges and technological choice in Chinese agriculture
This article constructs a model of technological choice in an economy where market exchanges in land and labour are prohibited. Empirical data on demand for tractors, tractor usage and chemical fertilisers in China are employed to test several hypotheses derived from the theoretical model. The theory implies that the impact of relative factor scarcity on the pattern of technological choice in such an economy is similar to that in a market economy…

The Third Revolution in the Chinese Countryside
The first revolution in the Chinese countryside was the land reform after the proclamation of the People's Republic of China in 1949. The second was decollectivization of agriculture and shift to the household responsibility system as a basis for agricultural production. This set the scene for the freeing of markets for farm products and linking of domestic markets to international markets; this 1996 book explores this third revolution. The first…

Economic thoughts from an East Asian perspective
This paper attempts an analytical framework centred on the relationship between the concept of viability and choice of development strategy. On the basis of a critical review on the mainstream literature in economic development, it presents the conceptual framework with an emphasis on elaborating the dichotomy of ‘comparative advantage defying (CAD) strategy’ versus ‘comparative advantage following (CAF) strategy’. Empirical experiences of econom…

Should Industrial Policy in Developing Countries Conform to Comparative Advantage or Defy it? A Debate Between Justin Lin and Ha‐Joon Chang
This is the first in an occasional series of DPR Debates , designed to illuminate specific issues of international development policy. Each debate will bring together two well‐known researchers or practitioners, giving them the opportunity, over three rounds, to test and challenge each other's ideas. The debates are intended to be robust but accessible, rooted in rigorous research but useful to the wide readership of Development Policy Review .
