Armed actor interventions in humanitarian and public health crises
Findings nuance the relevant literature characterizing NSAGs as disruptive agents, and also the relevant literature that does not fully consider the nuances of gender and armed actor roles as deeply relevant to crisis-affected community perspectives on armed actors. These findings have important implications for both policy and academic discourse on militarization and localization
Enmity then empathy
In the autumn of 2014, with the 2013–16 West Africa Ebola epidemic spiralling out of control, the United Kingdom announced a bespoke military mission to support—and in some ways lead—numerous Ebola response functions in Sierra Leone. This study examines the nature and effect of the civil‐military relationships that subsequently developed between civilian and military Ebola response workers (ERWs). In total, 110 interviews were conducted with key …
Moving humanitarian-military relations forward
This article presents a new typology for humanitarian-military relations (HMR). This typology can serve as an analytical framework for assessing, during humanitarian emergencies, how civilian responders can and should engage with armed actors. The typology considers two factors: (1) the nature of crisis-affected population’s perceptions of an armed actor, and (2) the extent of alignment of civilian responders’ and armed actors’ interests and obje…
Civil-Military Engagement During Public Health Emergencies
Despite the central role that domestic militaries regularly play in supporting civilian disease outbreak responses, the dynamics of civil-military coordination during major health emergencies remain largely under-explored in public health, humanitarian, and security literatures. Previous research has found, furthermore, that existing international civil-military guidelines hold limited relevance during pandemics, especially at national and local …
A community-based contact isolation strategy to reduce the spread of Ebola virus disease
INTRODUCTION: Despite tremendous progress in the development of diagnostics, vaccines and therapeutics for Ebola virus disease (EVD), challenges remain in the implementation of holistic strategies to rapidly curtail outbreaks. We investigated the effectiveness of a community-based contact isolation strategy to limit the spread of the disease in the Democratic Republic of Congo (DRC). METHODS: We did a quasi-experimental comparison study. Eligible…
Investing in preparedness for rapid detection and control of epidemics
The 2014–2016 West Africa Ebola Virus Disease (EVD) Epidemic devastated Guinea’s health system and constituted a public health emergency of international concern. Following the crisis, Guinea invested in the establishment of basic health system reforms and crucial legal instruments for strengthening national health security in line with the WHO’s recommendations for ensuring better preparedness for (and, therefore, a response to) health emergenci…
Examining the militarised hierarchy of Sierra Leone’s Ebola response and implications for decision making during public health emergencies
BACKGROUND: In September, 2014, Médecins Sans Frontières (MSF) called for militarised assistance in response to the rapidly escalating West Africa Ebola Epidemic. Soon after, the United Kingdom deployed its military to Sierra Leone, which (among other contributions) helped to support the establishment of novel and military-led Ebola Virus Disease (Ebola) response centres throughout the country. To examine these civil-military structures and their…
The political economy of expedience
The 2013-2016 West Africa Ebola Epidemic is the largest outbreak of Ebola in history. By September, 2014 the outbreak was worsening significantly, and the international president of Médecins Sans Frontières called for military assistance. In Sierra Leone, the British and Sierra Leonean militaries intervened. They quickly established a National Ebola Response Centre and a constituent network of District Ebola Response Centres. Thereafter, these in…
