The New Economic Populism
The U.S. federal system lends itself to comparative state analyses, especially when it comes to uncovering and explaining policy actions and developments. Such analyses shed light on state action in policy areas where states may proceed differently from, and in some cases ahead of, the federal government. Comparative state studies are an asset academically because the effect of varying social, political, and economic conditions on policy outputs …

Federalism beyond Federations
In their edited volume Federalism beyond Federations, Ferran Requejo and Klaus-Jürgen Nagel examine how asymmetric decentralization processes in European countries have evolved over time to rebalance horizontal discrepancies (Requejo and Nagel, 2011). More broadly, this volume speaks to the evolution of federalism and regionalism with a particular focus on the extent of asymmetry embedded in institutions. Asymmetry is understood as formal rules r…
How Democratic Is “Governance”? Lessons from Swiss Drug Policy
Public action increasingly takes place in self‐organizing networks that are remote from direct governmental control. While these transformations have been subject to scrutiny in regard to their efficiency, less attention has been paid to their democratic quality. This article discusses governance‐induced problems of democracy by isolating two major criticisms. Deliberative criticism argues that governance, rather than allowing for true deliberati…
How multilevel structures affect environmental policy in industrialized countries
Extensive decentralization and devolution efforts among industrialized nations throughout the 1980s and 1990s call for a closer look at the effect these trends have on public policy. This article investigates the impact of these trends on the environmental performance of industrialized countries. There are two competing hypotheses as to how federalism and other multilevel governance structures affect the environmental performance of countries. Th…
L'effet des rapports financiers sur la dynamique fédérale
The article examines the horizontal and vertical fiscal relations as explanatory factors of the interaction dynamics between levels of government in Switzerland. It presents the intergovernmental financial relations in Switzerland, comparing them to those in other federal countries and outlining the current reforms of the equalization system and the distribution of tasks. The author analyzes the effect the fiscal relations have on the intergovern…
New Governance” and Associative Pluralism
Throughout the 1990s, hierarchical administrative governance structures have been replaced by self‐governing networks for various motives, one of which is to improve the authenticity and democratic quality of public decisions. Thus, “new governance” has been praised for its propensity to provide a plurality of civil society organizations with access to the decision process. This article explores these claims based on the case of drug policy in Sw…

The influence of federalism on fiscal policy making
This article attempts to refine the statement that federal states face difficulties in fiscal policy making because of the territorial division of powers by comparing two federal countries, Canada and Germany. These two countries differ in terms of their type of federalism: Canada displaying a power‐separation system and Germany corresponding to a power‐sharing type. According to the authors, the territorial factor influences fiscal policy making…

Institutional Reform of Federalism
The inconsistent policy outcomes, the increasing cantonal veto‐power and the general lack of central governance capacity are the main criticisms addressed when discussing Swiss federalism. This article examines the variables that are likely to modify the federal configuration in order to provide conclusions about the necessity of institutional reforms of federalism. It argues that the belief in the necessity for institutional reforms is derived f…
