Impact of law enforcement on syringe exchange programs
Drug paraphernalia and prescription laws make syringe exchange programs (SEPs) illegal in most states in the U.S. Nonetheless, SEPs have been started in 25 states and the District of Columbia as of September 1995. In some states like California and New Jersey, SEPs have operated despite police arrest of volunteers and clients. We examine the impact of police action and threat on SEPs by comparing an underground syringe exchange site (SES) in West…
Reliability of self-reported HIV risk behaviors of drug users.
In AIDS research, relatively little attention has been paid to reliability of self-report of drug users. The authors examined the test-retest reliability of the Risk Behavior Assessment (NIDA, 1991) questionnaire. This structured-interview questionnaire was administered twice to 196 drug users in 5 cities over a 48-hr period. Findings indicated that respondents consistently self-report drug use, injection practices, and sexual behaviors; discrepa…
Validity of self-reported drug use among injection drug users and crack cocaine users recruited through street outreach
Reliability of Drug Users' Self-Reported HIV Risk Behaviors and Validity of Self-Reported Recent Drug Use
This study examined the reliability and validity of the Risk Behavior Assessment, a structured interview questionnaire designed to evaluate drug use and sexual HIV risk behaviors. Participants were 218 drug users currently not in treatment who completed the RBA two times over a 48-hour period and gave urine samples on both occasions. We examined internal consistency and test-retest reliability and found that, overall, drug users reliably report d…
Aids prevention for intravenous drug users in the community
Conducted a study of behavior change associated with a street-based AIDS education project targeted to intravenous (IV) drug users in San Francisco. Two cross-sections were sampled from drug detoxification clinics and street locations in 1986 (n = 438) and 1987 (n = 623). Significant increases were reported in the percentage of IV drug users who used bleach to decontaminate syringes, who did not share needles in past year, and in condom use. A si…
The prevalence of high-risk sexual behavior in male intravenous drug users with steady female partners
A sample of 149 (70 White, 79 Black) male intravenous drug users with steady female sexual partners was interviewed in 1987, in treatment and street settings, about sexual practices during the previous five years. Eighty-three percent had multiple partners, 15 percent reported male sexual contact, 38 percent reported heterosexual anal intercourse, and 73 percent never used condoms. Thirty-seven White and 30 Black subjects reported bisexuality or …
Human immunodeficiency virus seroprevalence in female intravenous drug users
Targeted Sampling
This paper describes some of the efforts of an interdisciplinary research team investigating the transmission of human immunodeficiency virus (HIV), the causative pathogen associated with the acquired immunodeficiency syndrome (AIDS) and related conditions. The risk groups studied were injecting drug users and their sexual partners. Due to the clandestine nature of illicit drug use, we were faced with two interrelated problems: developing a scien…
Preventing Aids contagion among intravenous Drug Users
Psychological Assessment and Aids Research with Intravenous Drug Users
The instruments used for psychological assessment have been under close scrutiny for many years. In particular, ethnic and racial minorities have pointed out that misapplication of instruments standardized to White middle-class norms can result in incorrect assessments. An analogous situation exists with IVDUs. In the work of the present authors with IVDUs, they were found to be a very diverse group. Contrary to common wisdom, they differ by race…
