  • Sustainably Financing the World Health Organization

    Andrew Harmer•ARTICLE•Global Governance A Review of…•2025•Referências: 1

The Covid 19 pandemic catalysed interest from the international community to sustainably fund the World Health Organization ( WHO ). Though given fresh impetus, the WHO ’s financing dialogue has a history that has attracted minimal scholarly attention. To address this knowledge gap, a narrative literature review of the WHO ’s financing for the period 2009–2024 was conducted. One hundred and thirteen documents were reviewed from which eight core t…

  • Flexibly funding WHO? An analysis of its donors’ voluntary contributions

Open Access•Obichukwu Iwunna, Jonathan Kennedy et al.•ARTICLE•BMJ Global Health•2023

INTRODUCTION: Since the 1970s, voluntary contributions have become an increasingly important component of WHO's budget. As voluntary contributions tend to be earmarked for donor-specified programmes and projects, there are concerns that this trend has diverted focus away from WHO's strategic priorities, made coordination and attaining coherence more difficult, undermined WHO's democratic structures and given undue power to a handful of wealthy do…

  • The Discreteness of Matter

Open Access•Andrew Harmer, Adam Harmer•ARTICLE•Ergo an Open Access Journal of…•2021

Leibniz argues against Descartes’s conception of material substance based on considerations of unity. I examine a key premise of Leibniz’s argument, what I call the Plurality Thesis—the claim that matter (i.e., extension alone) is a plurality of parts. More specifically, I engage an objection to the Plurality Thesis stemming from what I call Material Monism—the claim that the physical world is a single material substance. I argue that Leibniz can…

  • Mind and Body

Andrew Harmer, Adam Harmer et al.•CHAPTER•The Oxford Handbook of Leibniz•2018

This chapter discusses Gottfried Wilhelm Leibniz’s philosophical reflections on mind and body. It first considers Leibniz’s distinction between substance and aggregate, referring to the former as a being that must have true unity (what he calls unum per se ) and to the latter as simply a collection of other beings. It then outlines Leibniz’s extension of the term “substance” to monads and other things such as animals and living beings. It also ex…

  • Leibniz on determinateness and possible worlds

    Open Access•Andrew Harmer•ARTICLE•Philosophy Compass•2018•Referências: 8

Leibniz argues that God doesn't create everything possible because not all possible things are compossible, that is, compatible with each other. Much recent debate has focused on Leibniz's conception of compossibility. One important aspect of this debate, which has not been examined directly, is the distinction between possible worlds and possible creations: the notion of possible world is more robust than simply whatever God can create. Many com…

  • The BRICS – a paradigm shift in global health

Andrew Harmer, Katherine Buse et al.•ARTICLE•Contemporary Politics•2014•Citada por: 9•Referências: 21

To what extent does the Brazil, Russia, India, China and South Africa (BRICS) bloc constitute a paradigm shift in global health and development? This paper interrogates the concept of paradigm shift with the help of a framework familiar to scholars working in the field of International Relations. It distinguishes between the BRICS' material capabilities, institutions and ideas, and assesses the extent to which the BRICS contribution represents 'a…

  • Reforming the World Health Organization

Lara Gautier, Andrew Harmer et al.•ARTICLE•Contemporary Politics•2014•Citada por: 6•Referências: 13

The World Health Organization (WHO) is currently undergoing fundamental reform that is intended to impact its programmes and priority setting and its financial and governing structures. Within the reform debates, new relations of powers are emerging among traditional donors and emerging economies such as the 'BRICS': Brazil, Russia, India, China and South Africa. These five emerging economies have formally committed 'to strengthen and legitimise …

  • Has Global Fund support for civil society advocacy in the Former Soviet Union established meaningful engagement or 'a lot of jabber about nothing

Open Access•Andrew Harmer, Neil Spicer et al.•ARTICLE•Health Policy and Planning•2013•Citada por: 7•Referências: 18

Although civil society advocacy for health issues such as HIV transmission through injecting drug use is higher on the global health agenda than previously, its impact on national policy reform has been limited. In this paper we seek to understand why this is the case through an examination of civil society advocacy efforts to reform HIV/AIDS and drugs-related policies and their implementation in three former Soviet Union countries. In-depth semi…

  • 'It's risky to walk in the city with syringes'

Open Access•Neil Spicer, Daryna Bogdan et al.•ARTICLE•Globalization and Health•2011

BACKGROUND: Despite massive scale up of funds from global health initiatives including the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) and other donors, the ambitious target agreed by G8 leaders in 2005 in Gleneagles to achieve universal access to HIV/AIDS treatment by 2010 has not been reached. Significant barriers to access remain in former Soviet Union (FSU) countries, a region now recognised as a priority area by policym…

  • National and subnational HIV/Aids coordination

Open Access•Neil Spicer, Julia Aleshkina et al.•ARTICLE•Globalization and Health•2010

BACKGROUND: A coordinated response to HIV/AIDS remains one of the 'grand challenges' facing policymakers today. Global health initiatives (GHIs) have the potential both to facilitate and exacerbate coordination at the national and subnational level. Evidence of the effects of GHIs on coordination is beginning to emerge but has hitherto been limited to single-country studies and broad-brush reviews. To date, no study has provided a focused synthes…

  • Understanding change in global health policy

    Open Access•Andrew Harmer•ARTICLE•Global Public Health•2010

How is radical change in global health policy possible? Material factors such as economics or human resources are important, but ideational factors such as ideas and discourse play an important role as well. In this paper, I apply a theoretical framework to show how discourse made it possible for public and private actors to fundamentally change their way of working together--to shift from international public and private interactions to global h…

  • The effects of global health initiatives on country health systems

    Open Access•Regien Biesma, R G Biesma et al.•ARTICLE•Health Policy and Planning•2009

This paper reviews country-level evidence about the impact of global health initiatives (GHIs), which have had profound effects on recipient country health systems in middle and low income countries. We have selected three initiatives that account for an estimated two-thirds of external funding earmarked for HIV/AIDS control in resource-poor countries: the Global Fund to Fight AIDS, TB and Malaria, the World Bank Multi-country AIDS Program (MAP) …

Andrew Harmer, Robert Frith•ARTICLE•Global Governance A Review of…•2009

Issues surrounding legitimacy and the role of civil society are at the forefront of contemporary global governance debates. Examining the United Nations Transitional Administration in East Timor (UNTAET) and focusing on the specific issue areas of justice and gender, this article evaluates the effectiveness and accountability of the administration from the perspective of East Timorese civil society, whose voice is largely absent from previous ana…
