The newgastarbeitersystem in Germany
"Germany's new gastarbeiter policy is evaluated in the context of a long tradition of labour recruitment, particularly the last period of active recruitment abroad (1955-1973). The policy's characteristic features (of permission to stay being dependent on a work permit; this being limited to a certain period and linked to the requirements of a specific employer) [imply] that the gastarbeiter regime is a low cost means of increasing flexibility in…
Dynamics of Immigration in a Nonimmigrant Country: Germany
Migration in Europe is a pressing social and political issue for the policy makers of the 1990s. This article analyzes the goals, instruments and (planned as well as unintended) implications of these policies. The analysis is based on the hypothesis that this is—far from a radical reappraisal—just a conservative modernization of the German migr…

Small Firms and Minority Groups: Contradictory Trends in the French, German and British Clothing Industries
This paper shows how the French, British and West German clothing industries were faced by the late 1960s with virtually identical problems of declining international competitiveness. Nevertheless, within a supposedly common framework of European Community policy towards the clothing industry, the strategies adopted by the three countries have differed markedly in degree of emphasis. We suggest that the retention of a large 'secondary' sector of …
