About university and democracy
The rise of authoritarianism aggravates the damages stemming from environmental degradation and social inequality. The three problems are closely related to scientific and technological knowledge as a factor of power. Transitions to environmental sustainability with social justice require transformations that pay attention to such knowledge. Universities can make a substantive contribution to such aims. They have shown their potential to face t…
Universities and social innovation for global sustainable development as seen from the south
A Prospective Approach to Learning- and Innovation-based Development
Development policies need to be based on an integrated interpretation of values, facts and trends. With such an aim, the notion of Sustainable Human Development is described as the normative starting point. It can be fruitfully combined with the Innovation Systems’ conceptualization of some main empirical issues that shape development possibilities; a factual approach is sketched where particular attention is given to issues of power. A nova geração de políticas de desenvolvimento produtivo
O conjunto dos capítulos deste trabalho aponta e elabora importantes alternativas de política capazes de retomar e sustentar novas formas desenvolvimento apropriadas, coesas e duradouras. Research and innovation policies for social inclusion
The paper is based on one assumption and presents two conjectures. The assumption states that social exclusion is the main obstacle for development, characterised as the expansion of freedoms and capabilities. The conjectures are: (i) there is an emerging trend that directly relates knowledge policies to social inclusion; (ii) this trend offers a new opportunity for fostering innovation capabilities in developing countries. The difficulties to pu…
Technology, Inequality, and Underdevelopment
The conventional wisdom is that the best way to alleviate poverty is to provide the maximum freedom for individual entrepreneurs and corporations to create wealth. Drawing on the case of Latin America, this article contends that there are serious defects in analyses based on such assumptions. New technologies and restructuring of international capitalism have accelerated wealth creation worldwide but amid growing inequalities. Technology is mainl…
Looking at National Systems of Innovation From the South
This paper deals with national systems of innovation (NSIs) from a Latin American perspective. It begins by looking into the related conceptualization elaborated in the North with a "Southern head", stressing some characteristics of the NSIs concept that are helpful to understand Southern specificity: its ex-post nature, the normative weight it carries, its "relational" features, the fact that it describes a purposeful policy subject and not only…
