Data Journalism Practice in Sub-Saharan African Media Systems
This study explores the state of data-driven journalism practices in Sub-Saharan Africa. It aims at examining journalists’ perceptions of data-driven journalism in Zambia and Tanzania as it attempts to redefine and demystify the concept. We base our hypotheses on the notion that most journalists in Zambia and Tanzania perceive data journalism as a field that cannot be defined outside quantitative methods—approaches mostly emphasized by western sc…
African Journalism Cultures
Since colonial times, journalists in Africa have developed a relatively common set of values underpinned by Western ideas on presenting news (in a detached, transparent and supposedly objective manner) that enables citizens to exercise their citizenship and democratic rights. This commitment to objective factual news inevitably ignites a constant clash with entrenched personalistic and neo-patrimonial governance systems that, on the surface, pret…
The Moral Foundations of Media Ethics in Africa
A number of the analyses of media ethics in African contexts argue that journalists and other media workers vacillate and are inconsistent in following basic norms of ethical practice because this practice is not anchored in an under lying moral foundation rooted in African values. Various models of foundational African moral philosophy have been proposed, such as communalistic Afrocentered values, but there is little evidence that media practice…

Teaching Communication Ethics in the African Context
The present article analyzes how the teaching of communication ethics could prepare African journalists to develop in Africa a more independent, self-reliant response to globalization. The economic stagnation and governance without accountability are due, largely, to the failure to link citizens into a democratic national communication system. Professional journalists often do little to develop self-reliant national democracies because their trai…
Is ‘Empowerment’ the Answer
Recent theories of communication for development consider the lack of political, economic and cultural power of lower-status sectors as the central problem to be addressed in development. The majority do not have access to the education, technical assistance, good health and housing needed to make a contribution to national development. A deeper issue are the cultural values which see minorities such as women as not capable of making a contributi…

From Codes of Ethics to Public Cultural Truth
In the face of rising criticism of the limitations of the `professional media ethics' approach to media ethics and media morality, this article explores a broader societal approach based on the norm of justice in the public construction of cultural truth. A central conclusion is that a variety of media-related social actors are simultaneously involved in the continued formulation and reformulation of the public cultural truth. The moral level of …

Priorities for national communication policy in the third world
The New International Information Order debate indicates the need for a profound restructuring of communication patterns at the international level and within developing countries. A key step in this process is the formulation of new more equitable patterns of national and international communication. New international policies must build on new national and regional policies being developed in the third world. Some of the priorities for these ne…
