Willingness-To-Pay versus Administrative Hurdles
Many social insurance programs have low take-up, but it is unclear whether this is due to administrative barriers, information, or low insurance valuations. We study a Thai policy that offered large incentives for informal workers in selected provinces to enroll. The incentives increased insurance coverage by 67 percentage points- from 6 percent of informal workers to 73 percent- within two months. However, 12 months later, only 13 percent remain…
The Impact of a Billing System on Healthcare Utilization
This study examines how a new billing process of the Thai Civil Servant Medical Benefit Scheme affects outpatient care utilization. Unlike policy changes considered in most existing studies, there is no change in cost‐sharing for the scheme considered here. Previously, the beneficiaries had to pay out of pocket and receive their reimbursement later. The new billing system allows hospitals to charge the government directly. Using patient‐level dat…
Incorporating discrete choice experiments into policy decisions
Labour Supply
We specify and estimate a life-cycle labour supply model that expands on earlier work by simultaneously including human capital accumulation, saving and bequests, an active extensive margin, a realistic specification of the progressive tax structure and the Social Security system, and an accounting for private pensions and health expenditures. By incorporating all these features, we develop new insights into how taxes affect life-cycle labour sup…
The Generalized Multinomial Logit Model
The mixed or heterogeneous multinomial logit (MIXL) model has become popular in a number of fields, especially marketing, health economics, and industrial organization. In most applications of the model, the vector of consumer utility weights on product attributes is assumed to have a multivariate normal (MVN) distribution in the population. Thus, some consumers care more about some attributes than others, and the IIA property of multinomial logi…
Designing Discrete Choice Experiments
In discrete choice experiments, design decisions are crucial for determining data quality and costs. While high statistical efficiency designs are desirable, they may come at a price if they increase the cognitive burden for respondents. We address this problem by designing 44 experiments that systematically vary numbers of attributes and attribute level differences. Our results for two product categories suggest that respondents systematically a…
